Resolution to Amend the Grant Agreement with the Michigan Economic Development Corporation for the Bicentennial Park Splash Pad
Memorandum
This resolution amends the grant agreement between the City and the Michigan Economic Development Corporation for the development of the Bicentennial Park Splash Pad. The amendment extends the term of the grant agreement from March 31, 2025 to March 31, 2026.
This State of Michigan grant was secured by State Senator Jeff Irwin, and the entire Ann Arbor legislative delegation to aid the Ann Arbor Parks and Recreation Services in the creation of a splash pad at newly renamed Bicentennial Park to honor the City’s Bicentennial.
Progress on the improvements have continued with an anticipated opening in the spring of 2026. The amendment of the agreement will ensure that the project can be completed.
Budget/Fiscal Impact: This amendment extends the timeframe to expend the grant funds. There is not a budget impact for extending the grant timeframe.

Whereas, The Michigan Economic Development Corporation awarded the City a $1,000,000 grant for the Bicentennial Park Splash Pad;
Whereas, The Bicentennial Park Splash Pad is a legacy project honoring the City’s Bicentennial;
Whereas, The City accepted the grant and approved a grant agreement with the MEDC on March 18, 2024 (R-24-088);
Whereas, This project has extended beyond the original timeline due to delays in securing additional funding and the nature of construction; and
Whereas, The original term of the grant agreement ended March 31st, 2025;
RESOLVED, That City Council approves an amendment to the grant agreement with the Michigan Economic Development Corporation for the Bicentennial Park Splash Pad to extend the term of the agreement until March 31st, 2026;
RESOLVED, That the Mayor and City Clerk are authorized and directed to execute the amendment following approval by the City Attorney and City Administrator; and
RESOLVED, That the City Administrator is authorized to take all appropriate actions to implement this resolution and the amended agreement, including exercising all determinations and authority delegated to the City under the agreement.
