Resolution to Approve a Contract with Utilities Instrumentation Service, Inc. for Electrical Preventive Maintenance at the Wastewater Treatment Plant, ITB No. 4605 ($143,747.00)
Memorandum
Your approval is requested for a General Services Agreement with Utilities Instrumentation Service, Inc. (UIS) in the amount of $143,747.00 to provide electrical preventive maintenance activities on high voltage transformers, switchgears, and motor control cabinets at the City’s Wastewater Treatment Plant (WWTP).
The WWTP has ten electrical switchgears, 26 motor control cabinets, and 20 transformers to be tested, exercised, cleaned, and inspected by a National Electrical Testing Association certified technician. The purpose of this preventive maintenance is to ensure the proper operation of high voltage electrical equipment and discover any potential problems before they result in more significant damage. If potential problems are identified during the electrical preventive maintenance activities, they will be corrected to prevent equipment failure that could negatively impact the WWTP’s ability to adequately clean and disinfect water before discharging it into the Huron River. If partially treated water is discharged into the Huron River due to electrical equipment failure, it would result in a violation of the WWTP’s discharge permit and could expose the City to potential fines of up to $25,000.00 per day per violation from the Michigan Department of Environment, Great Lakes and Energy.
ITB No. 4605 was advertised by the City’s Purchasing Department and the following two bids were received and publicly opened on November 22, 2019:
• Utilities Instrumentation Service, Inc. $143,747.00
• Premier Power Maintenance $180,004.00
WWTP staff reviewed the bids and recommends that UIS be approved as the lowest responsible bidder to perform the scope of work detailed in ITB No. 4605. In addition,
WWTP staff is requesting a contingency of $25,000.00 to fund any unforeseeable repairs that are discovered to be necessary during inspection of the electrical equipment.
UIS complies with the City’s Non-Discrimination, Conflict of Interest, and Living Wage ordinances.
Budget and Fiscal Impact: Funds to finance this contract are included in the approved FY20 WWTP Operation and Maintenance Budget for the Sewage Disposal System.

Whereas, Two competitive bids were received in response to ITB No. 4605 on November 22, 2019, and WWTP staff recommends Utilities Instrumentation Service, Inc. (UIS) be approved as the lowest responsible bidder to perform this work based on review of the bids;
Whereas, Sufficient funds have been budgeted in the approved FY20 WWTP Operations and Maintenance Budget for the Sewage Disposal System; and
Whereas, UIS complies with the requirements of the City’s Non-Discrimination, Conflict of Interest, and Living Wage ordinance;
Resolved, That City Council approve a contract with UIS in the amount of $143,747.00 to perform the services as specified in ITB No. 4605, and a contingency of $25,000.00 to fund any other necessary additional repairs approved by the City Administrator;
RESOLVED, That the City Administrator be authorized and directed to execute the contract with UIS subject to approval by the City Administrator as to substance and subject to approval by the City Attorney as to form; and
RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
