Resolution to Approve Purchase of Certified Laboratory PFAS Testing for Water Treatment Service Unit from SGS North America Inc., RFP #19-14 (estimated $32,410.00/year)
Memorandum
This memorandum and resolution requests approval of purchase of Certified Laboratory PFAS Testing for Water Treatment Service Unit from SGS North America Inc., RPF #19-14 for $32,410.00 for FY20.
Poly- and Perfluoroalkyl substances (PFAS) are persistent and bioaccumulative, and there is mounting evidence for the human toxicity of many of these compounds. The City has been proactive in investigating and treating for PFAS since it was first detected in 2014.
A request for proposal, RPF #19-14, was published in May for Certified Laboratory PFAS Testing.
The City received proposals from the following four (4) bidders:
SGS North America Inc. $32,410.00
Eurofins Eaton Analytical, LLC $64,960.00
Vista Analytical Laboratory $51,840.00
Trident Environmental Fee proposal not opened
It is recommended that Council accept the proposal and award a purchase order to SGS North America Inc., based on the quality of the proposal and competitiveness of pricing, to provide the Water Treatment Service Unit with Certified Laboratory PFAS Testing. The fee proposal for Trident Environmental was not opened because City staff did not believe that they could meet the contract performance requirements based on their proposal and qualifications.
It is also recommended that the purchasing agreement be extended for up to four additional one-year periods if the vendor is agreeable and if in the best interest of the City.
Budget/Fiscal Impact: Funds are budgeted in the FY20 Operations and Maintenance Budget for the Water Supply System Fund.

Whereas, The Water Treatment Service Unit is proactive in the treatment and testing for Poly- and Perfluoroalkyl substances (PFAS);
Whereas, SGS North America Inc. meets the qualifications required to perform the complete scope of services requested at the lowest cost; and
Whereas, SGS North America Inc. complies with the requirements of the Non-Discrimination and Living Wage Ordinances.
RESOLVED, That the City Council accepts SGS North America Inc’s proposal for Certified Laboratory PFAS Testing in accordance with the terms of RFP #19-14;
RESOLVED, The City Administrator be directed to approve a purchase order with for the purchase of Certified Laboratory PFAS Testing in accordance with this resolution at a projected cost of $32,410.00;
RESOLVED, The City Administrator be authorized to renew the purchasing agreement for up to four one-year periods provided both parties agree to an extension; and,
RESOLVED, The City Administrator be authorized to take the necessary administrative actions to implement this resolution.
