Resolution to Appropriate $103,000.00 from the Wheeler Service Center Fund Balance to Amend the Wheeler Service Center Budget for the Resurfacing of Parking Areas and Access Driveways (8 Votes Required)

Attached for review and consideration, please find a resolution requesting approval to appropriate $103,000.00 from the Wheeler Service Center Fund Balance to amend to the Wheeler Service Center Budget. This appropriation and budget amendment will provide funding for the resurfacing of the Wheeler Service Center access driveways and exterior parking areas directly adjacent to Stone School Road on the westerly and southerly sides of the facility. This work is necessary to improve and preserve the pavement condition and extend the service life of these driveways and parking areas. The work will involve crack filling, asphalt patching and other preparatory work in advance of placing a micro-surfacing surface treatment over of the existing asphalt surface, and then re-establishing the pavement markings in the parking areas.
The resurfacing work is proposed to be completed through a change order to the City’s current Street Preventative Maintenance Project construction contract with Strawser Construction Inc. (SCI). Because SCI is already under contract and performing this type of work on numerous streets throughout the City, it is well suited to undertake the additional work at the Wheeler Service Center. This resolution allows for the proper budget allocations to be made to support this work.
Budget/Fiscal Impact: The estimated total cost to resurface the Wheeler Service Center access driveways and exterior parking areas, itemized below, is $103,000.00 and is currently available in the Wheeler Service Center Fund balance.

Whereas, The driveway and parking area resurfacing work is proposed to be completed through a change order to the City’s current Street Preventative Maintenance Project construction contract with Strawser Construction Inc.;
Whereas, The total estimated amount for the resurfacing including testing, and construction engineering/inspection is $103,000.00;
Whereas, Funds for this work are available in the Wheeler Service Center Fund Balance;
Whereas, Strawser Construction Inc. is already under contract in Ann Arbor performing this type of street preventative maintenance resurfacing work;
Whereas: Strawser Construction Inc. complies with the requirements of the City’s Conflict of Interest, Living Wage, Prevailing Wage and Non-discrimination ordinances;
RESOLVED, That $103,000.00 be Appropriated from the Wheeler Service Center Fund Balance to amend to the Wheeler Service Center Budget;
RESOLVED, That the funds for the amended Wheeler Service Center Budget be available without regard to fiscal year; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
