Resolution to Approve Construction Contract Change Order No. 2 with Inliner Solutions, LLC for 2020 On-Call Sewer System Services - RFP # 20-21 ($800,000.00 increase, total contract $1,600,000.00)

Memorandum

Attached for your approval is a resolution authorizing a construction contract change order with Inliner Solutions, LLC for $800,000.00 to 2020 On-Call Sewer System Services for a total contract value of $1,600,000.00. This contract is used to perform video inspection of sewers, cleaning of sewers, full length and spot repair cured-in-place pipe rehabilitation, manhole rehabilitation, and sanitary sewer joint testing and grouting. Granite Inliner, LLC and Inland Waters Pollution Control, Inc. were the lowest qualified bidders for 2020 On-Call Sewer System Services - RFP # 20-21. Each contractor was awarded an $800,000.00 construction contract for a total of $1,600,000.00 to perform the work as authorized in R-20-246.

 

Granite Inliner, LLC renewed our construction agreement for two (2) years as allowed in the original agreement signed August 8, 2020, and approved by Council. Prior to the contract renewal, Granite Inliner, LLC and Inland Waters Pollution Control, Inc. were acquired by the same company and changed its name to Inliner Solutions, LLC. Renewal No. 1 to the 2020 On-Call Sewer System Services is an agreement between Inliner Solutions, LLC and the City of Ann Arbor dated July 6, 2022. Inland Waters Pollution Control, Inc. elected not to renew the construction agreement which has expired. Therefore, Inliner Solutions, LLC is the sole contract holder able to perform the work. The requested increase of $800,000.00 to the Inliner Solutions, LLC construction contract is the amount that would have been spent with the vendor that did not renew their contract.

 

Budget/Fiscal Impact: The services provided by this contractor will be paid for within approved capital budgets and annual operating budgets in the Storm Sewer and Sewage Disposal Funds as appropriate.

 

Inliner Solutions, LLC complies with the City’s Non-Discrimination and Living Wage ordinances.

Whereas, Granite Inliner, LLC renewed the contract for two (2) years under the new company name of Inliner Solutions, LLC;

 

Whereas, Inland Waters Pollution Control, Inc. did not renew the contract;

 

Whereas, Inliner Solutions, LLC is the sole contract holder able to perform the work;

 

Whereas, The services provided by these contractors will be paid for within approved capital budgets and annual operating budgets in the Storm Sewer and Sewage Disposal Funds as appropriate; and

RESOLVED, That Council approve Change Order No. 2 to the construction contract with Inliner Solutions, LLC in the amount of $800,000.00 (RFP No. 20-21) for a total contract amount of $1,600,000.00; and

 

RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
