Resolution to Approve Amendment Number 2 to the Professional Services Agreement with Baker and Associates for the 2024-2025 Bridge Inspection Program ($11,839.92 increase; Total $167,329.88)

Memorandum

Attached for your review and approval is a resolution to approve Amendment Number 2 to the Professional Services Agreement with Baker and Associates for the 2024-2025 Bridge Inspection Program (RFP 24-35) in the amount of $11,839.92.

 

On August 19, 2024, City Council passed R-24-342, approving the professional services agreement with Baker and Associates in the amount of $124,178.47 to perform inspection services for the 2024-2025 Bridge Inspection Program. On July 21, 2025, City Council passed Amendment Number 1 (R-25-270) approving an additional $31, 311.49 which brought the total to $155,489.96.

 

Amendment Number 2 is for a special fracture critical bridge inspection for the Bandemer Park Bridge. This special inspection is a requirement for all truss bridges every two years and is enforced by the Michigan Department of Transportation for compliance with the National Bridge Inspection Standards (NBIS) <https://www.michigan.gov/mdot/programs/bridges-and-structures/structure-preservation-and-management/inspection>.

 

City Staff is recommending establishing a contingency of $5,000.00 for potential future contract amendments.

 

Baker complies with the requirements of the City’s Conflict of Interest, Non-Discrimination and Living Wage ordinance.

 

Budget/Fiscal Impact: Funding for the services provided through this amendment are available in the approved Parks Maintenance & Capital Improvements Millage budget.

Whereas, The City seeks to amend the Professional Services Agreement with Baker and Associates for Inspection Services for the 2024-2025 Bridge Inspection Project to include additional services as outlined in the attached memorandum;

 

Whereas, Funding is available in the approved Parks Maintenance & Capital Improvements Millage Fund budget; and

 

Whereas, Baker and Associates compliance with the requirements of the City’s Non-Discrimination and Living Wage ordinances;

 

RESOLVED, That City Council approve Amendment No. 2 to the Professional Services Agreement with Baker and Associates in the amount of $11,839.92;

 

RESOLVED, That a contingency amount of $5,000.00 be established within the project budget and that the City Administrator be authorized to approve additional amendments not to exceed $5,000.00 in order to satisfactorily complete this project;

 

RESOLVED, That the Mayor and City Clerk are authorized and directed to execute the amendment after approval as to substance by the City Administrator and approval as to form by the City Attorney; and

 

RESOLVED, That the City Administrator be authorized to take any necessary administrative actions to implement this resolution.
