Resolution to Approve a Best Source Construction Contract with Robertson-Morrison, Inc. for the Fire Station 1 Emergency Operations Center HVAC Installation ($33,202.03)

Memorandum

This memorandum and resolution requests the approval of a best source construction contract to Robertson-Morrison, Inc. to install HVAC at the Fire Station 1 Emergency Operations Center, including a ceiling cassette unit along with VVT dampers and controls (EOC) in the amount of $33,202.03.

 

Prior to serving as the City's EOC, the room was designed as a storage room for the City Clerk's Office. The EOC has a video wall that emits heat and the EOC will need to comfortably fit large groups of people during an activation.

 

Three HVAC contractors have been on site to evaluate a solution, all of which recommended a ceiling cassette unit. The first contractor could not purchase a unit due to a manufacturer shortage, and the second contractor did not offer the same comprehensive installation services as Robertson-Morrison, Inc. 

 

We recommend approval of a construction contract with Robertson-Morrison, Inc., who was the HVAC contractor hired to design and build the current HVAC system during the Fire Station 1 Renovation. Their history with the current system uniquely qualifies them.  Robertson-Morrison, Inc. complies with the requirements of the Non-discrimination, living wage and prevailing wage ordinances.

 

Budget/Fiscal Impact: Funds for this purchase are available in the approved FY25 Fire Services Budget.

Whereas, Three HVAC contractors have evaluated the site and recommend this solution;

 

Whereas, Robertson-Morrison, Inc. has history with the current system that uniquely qualifies them for this installation;

 

Whereas, Funding for this purchase is available in the approved FY25 Fire Services Budget; and

 

Whereas, Robertson-Morrison, Inc. complies with the requirements of Non-discrimination, Living Wage and Prevailing Wage ordinances;

 

RESOLVED, That City Council approve a best source construction contract with Robertson-Morrison, Inc. for the Fire Station 1 Emergency Operations HVAC Installation in the amount of $33,202.03;

 

RESOLVED, That City Council approve a contract contingency in the amount of $5,000.00 to be established within the project budget and that the City Administrator be authorized to approve additional change orders to the construction contract with Robertson-Morrison, Inc. not to exceed that amount in order to satisfactorily complete this project; and

 

RESOLVED, That the City Administrator is authorized to take the necessary administrative actions to implement this resolution.
