Attached for your review and consideration for approval please find a resolution to authorize an award of a contract to Doan Construction Company in the amount of $775,600.02 for the Colony Road, Essex Road, and Manchester Road Concrete Pavement Repair Project.
The current City of Ann Arbor Capital Improvements Plan includes a project to rehabilitate the concrete pavement on Colony Rd, Colony Ct, Essex Rd, Manchester Rd, and Manchester Ct as part of the Annual Street Resurfacing Program (ASRP) - TR-SC-13-07. Due to the nature of the work, it is being performed as a separate project. The proposed work includes removing and replacing areas of deteriorated concrete pavement; correcting base soils, as required; repairing and resealing joints and cracks; bumping grinding uneven surfaces; replacing sections of sidewalk; and replacing all sidewalk ramps within the project limits.
The project will improve street and sidewalk conditions, and ride quality, and extend the service life of the concrete pavement. It will also make the sidewalk ramps compliant with the American’s with Disabilities Act (ADA) standards.
Budget/Fiscal Impact
This project has been included in the approved capital budget. The estimated expenditures as outlined below will be funded by the Street Resurfacing Millage. Operationally, the improved pavement conditions will lower the costs to maintain and repair these streets, thus freeing road maintenance resources for use elsewhere within the City.

The project was advertised for bid on the City’s website and on the Michigan Inter-governmental Trade Network (MITN) website with the plans and specifications being available to interested contractors. One (1) bid was received and publically opened on June 30, 2015. The lowest responsible bid from Doan Construction Company in the amount of $775,600.02 is approximately 11.26% below the Engineer’s Estimated Opinion of Costs. Attached is a tabulation of the bids received for the project.
Doan Construction Company complies with the City of Ann Arbor Non-Discrimination and Living Wage Ordinances.
Project construction is expected to begin in early August and be complete by mid-November 2015.

Whereas, The Colony Road, Essex Road, and Manchester Road Concrete Pavement Repair Project, is included in the current City of Ann Arbor Capital Improvements Plan as part of TR-SC-13-07;
Whereas, The existing concrete pavement within the Colony Rd, Colony Ct, Essex Rd, Manchester Rd, and Manchester Ct street network continues to deteriorate, and is in need of repairs.
Whereas, The City of Ann Arbor adopted FY 2016 Street Repair Millage Capital Budget includes adequate funds for the Colony Road, Essex Road, and Manchester Road Concrete Pavement Repair Project;
Whereas, Competitive bids were received by the Purchasing Services Office on June 30, 2015, and Doan Construction Company was the lowest responsible bidder with a submitted bid of $775,600.02;
Whereas, The contract proposal sets forth the services to be performed by said company, and the payments to be made by the City of Ann Arbor therefore, all of which are agreeable to the City of Ann Arbor;
Whereas, It is now necessary to enter into a Contract with said company for this construction project; and
Whereas, Doan Construction Company will comply with the City of Ann Arbor Non-Discrimination and Living Wage Ordinance;
RESOLVED, That City Council approves the award of a contract in the amount of $775,600.02 for the construction of the Colony Road, Essex Road, and Manchester Road Concrete Pavement Repair Project, and approves a contract contingency amount not to exceed $77,600.00 to cover potential contract change orders during the life of the project deemed necessary to successfully complete the work;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said contract after approval as to form by the City Attorney, and approval as to substance by the City Administrator;
RESOLVED, That funds be available in the capital project budget for the life of the project until expended without regard to fiscal year; and
RESOLVED, That the City Administrator be authorized to take necessary administrative actions to implement this resolution, including issuing temporary and permanent Traffic Control Orders, night work authorizations as required for the construction of the project, and approvals of change orders within the contract contingency amount.
