Resolution to Prohibit On-Street Parking on Both Sides of Barton Drive from Longshore Drive to Pontiac Trail

Attached for your review and approval, please find a resolution to approve the prohibition of on-street parking on both sides of Barton Drive from Longshore Drive to Pontiac Trail.
The pavement on Barton Drive from Longshore Drive to Pontiac Trail is in poor condition and in need of replacement. In addition, the existing water main is undersized and requires an upgrade to increase capacity. The Barton Drive Water Main Replacement and Resurfacing project design includes replacing the old and undersized water main with a new, larger water main, while also improving the vehicular, pedestrian and bicycling environment. The project will resurface the roadway, replace some curb and gutter, alter geometry at strategic intersections to improve pedestrian access, and provide bike lanes on both side of Barton Drive from Longshore Drive to Pontiac Trail.
Following the recommendations from the City’s Non-motorized Transportation Plan, staff is seeking to install bike lanes along Barton Drive between Longshore Drive and Pontiac Trail. In order to incorporate the bike lanes east of Longshore Drive, it is necessary to eliminate on-street parking from both sides of the road.
Different options for the proposed street and bike lane layout of Barton between Longshore Drive and Pontiac Trail were presented to public at a meeting on September 19, 2019. Residents were surveyed at that public meeting and also online through A2 Open City Hall. Residents were asked whether the City should: leave the configuration of the road as it is, remove parking from both sides and install bike lanes on both sides, remove parking on the south side (and install bike lanes on one side only) or remove parking from the north side (and install bike lanes on one side only). Additional feedback was also encouraged through the City’s project manager.
Thirty-two (32) neighborhood residents took the survey at the public meeting and two hundred and nine (209) surveys were taken online at A2 Open City Hall. The results are shown below. The removal of the on-street parking on the both sides of Barton Drive from Longshore Drive to Pontiac Trail and installation of bike lanes was recommended by the Transportation Commission for the City Council approval. A Resolution from the Transportation Commission supporting this recommendation is attached.
Based on the recommendations in the City’s Non-Motorized Plan, feedback from the Transportation Commission, and the results of the public survey, City staff developed a design that includes eliminating parking on the both sides of Barton Drive from Longshore Drive to Pontiac Trail and provides the recommended bike lanes.
Chapter 10 of City Code requires Council approval for the permanent or temporary restriction of parking for more than one block. Therefore, the attached resolution is being submitted to City Council to prohibit on-street parking on both sides of Barton Drive from Longshore Drive to Pontiac Trail.

Whereas, The City’s Non-motorized Transportation Plan calls for on street bicycle lanes on Barton Drive;
Whereas, Barton Drive is an important corridor connecting the city’s north side to the University of Michigan hospital and the Downtown area;
Whereas, On-street parking is allowed on only some parts of Barton Drive, and on-street bike lanes are currently not provided throughout the entire length of Barton Drive;
Whereas, Barton Drive is not wide enough to accommodate bike lanes, parking lanes, and vehicular traffic lanes;
Whereas, A survey of local residents in October 2019 indicated support for removing the parking on both sides of Barton Drive from Longshore Drive to Pontiac Trail;
Whereas; The Transportation Commission recommends that the City Council approve the City Administrator’s issuance of a traffic control order prohibiting on-street parking on both sides of Barton Drive from Longshore Drive to Pontiac Trail; and
Whereas, Chapter 10 of City Code requires Council approval for the permanent or temporary restriction of parking for more than one block;
RESOLVED, That City Council approve the City Administrator’s issuance of a traffic control order prohibiting parking along both sides of Barton Drive from Longshore Drive to Pontiac Trail and ordering installation of appropriate signage for “No Parking Tow Away Zone”; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
