Title
Resolution to Approve the Purchase of Two Dual-Arm Automated Side-Loading Refuse Trucks from Fredrickson Supply, LLC. (Sourcewell - $756,560.26)
Memorandum
This resolution authorizes the purchase of 2 2020 Autocar ACX64 truck chassis with Labrie Expert 31-yard packer bodies and Dual Helping Hand reach arms at $378,280.13 each for a total cost of $756,560.26 from Fredrickson Supply, LLC (“FSL”) for use by the Public Services Area, Public Works Unit.
Labrie Enviroquip was awarded Contract Number 112014-LEG by the Sourcewell cooperative purchasing program for refuse trucks and FSL is the dealer of record for Labrie Enviroquip in the State of Michigan.
These trucks have dual arm units for residential refuse collection. The arms extend from the truck to grab and empty carts. The arms are joystick controlled from the cab of the truck, which allows for a single operator on each collection route. The dual arms, one on each side of the truck, allow a single operator to collect refuse on both sides of the narrower residential streets in a single pass.
A vehicle listed in this resolution will replace a 2014 Mack chassis with a Labrie packer body (#8642) with 10,373 hours of operation. Over its service life the total repair cost of the vehicle has exceeded 85% of its original purchase price.
A vehicle listed in this resolution will replace a 2014 Mack chassis with a Labrie packer body (#8646) with 10,738 hours of operation. Over its service life the total repair cost of the vehicle has exceeded 87% of its original purchase price.
These trucks have reached their life expectancy. There are a number of significant costly repairs that are anticipated if these units are kept in service. These include an engine replacement, at a cost of $15,000.00 to $20,000.00, the rebuild/replacement of each automated arm, at a cost of $20,000.00 to $25,000.00 per arm, a packer rebuild and transmission replacement. Any one of these would take the vehicle out of service for an extended period of time which would have a significant negative impact on the Public Works Unit’s ability to manage their collection routes.
Many of the City refuse trucks are the same vintage so they are experiencing similar life cycle repairs which strain Fleet resources and lengthens the down time of these trucks. That problem is exacerbated by the significant repairs Fleet must perform on the City owned refuse trucks operated by Recycle Ann Arbor which are even older. Fleet is staggering the replacement of these like vintage City operated vehicles to create a smoother workflow and more reliability in the Fleet. Since there is an approximately nine-month lead-time to take delivery of a refuse truck, approving an order is important to maintain the readiness of the fleet.
Fredrickson Supply, LLC complies with the requirements of the City’s Conflict of Interest and Non-Discrimination ordinances.
Budget Impact: Adequate funding for the purchase of these refuse trucks has been budgeted in the approved FY20 Fleet Services Operations and Maintenance budget.
Green Fleet Policy: At their May 16, 2019 meeting, the Green Fleet Committee approved the need for the replacement of these vehicles, that the proposed replacement is consistent with the Green Fleet Policy, and recommended the approval of this resolution. The Sustainability and Innovations Manager has concurred with the actions of the Committee.
