Resolution to Authorize the Purchase of Heavy Truck and Equipment Repairs and Parts for the City’s Fleet for the Period of FY25 - FY29

Memorandum

The Fleet and Facilities Unit annually purchases approximately $440,000.00 in repair parts from a variety of suppliers for use in the City’s heavy trucks and equipment. When repairs can’t be addressed in house because they are a specialty repair, or outside of Fleet’s scope, the repair is outsourced to the appropriate vendor to be repaired. Fleet spends approximately $80,000.00 annually on outsourced repairs. The majority of these suppliers are normally under $75,000.00 per year and repair vendors are normally under $25,000.00 per year but may exceed that amount under certain circumstances, especially if the company supplies us with both parts and repairs. 

 

Fleet and Facilities staff have found that receiving competitive verbal or written quotes when repairs and repair parts are needed is the most advantageous and cost effective method of purchase. This method allows us better flexibility with our parts inventory and repairs when needed, it also allows for a quicker turnaround on parts and repairs for critical vehicles.

 

This resolution will authorize the purchase of heavy truck and equipment repairs and parts from any parts supplier and repair vendor that complies with the requirements of the City’s Conflict of Interest, Living Wage and Non-Discrimination Ordinance and is the lowest responsible bidder. The primary parts suppliers and repair vendors for heavy trucks and equipment currently used by the City includes:

Additional distributors can be added as we become aware of them, provided they comply with the City’s Conflict of Interest, Living Wage, and Non-Discrimination Ordinance.

 

Budget/Fiscal Impact: Adequate funds for heavy truck and equipment repairs and parts have been budgeted in the approved FY25 Fleet Services Fund Operations and Maintenance budget. Heavy truck and equipment repairs and parts charges are passed through to the using service units via the fleet rates.

Whereas, The Fleet and Facilities Unit purchases heavy truck and equipment repairs and parts for the City’s vehicles and equipment; and

 

Whereas, It has been determined that it is advantageous to obtain competitive quotes at the time of heavy truck and equipment repairs or parts purchases;

 

RESOLVED, That City Council approve the purchase of heavy truck and equipment repairs and parts from any parts supplier that meets the City’s Conflict of Interest, Living Wage, and Non-Discrimination ordinance requirements and is the lowest responsible bidder;

 

RESOLVED, That City Council authorizes the Fleet and Facilities Unit of the City Administration Services Area to purchase heavy truck and equipment repairs and parts as necessary using competitive quotes for the period of FY2025 - FY2029, with funding available in the approved FY2025 Fleet Services Fund Operations and Maintenance budget and subject to the availability of funding in FY2026 - FY2029; and

 

RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
