Resolution to Temporarily Relocate Precincts 1-5, 1-6 (A2 Steam at Northside), 5-44 (Ann Arbor Open), 5-50 (Haisley School), 5-51 (Abbot School) for the Primary Election on Tuesday, August 6, 2024 due to Construction Projects at the Ann Arbor Public Schools

Memorandum

The City Clerk’s Office has been notified by the Ann Arbor Public Schools staff that four buildings regularly used for Election Day polling places will not be available on August 6 due to ongoing renovation and construction work at these locations. These four locations, A2 Steam at Northside, Ann Arbor Open, Haisley Elementary, and Abbot Elementary School regularly host five precincts. In consultation with AAPS, all locations are proposed to be moved to a nearby public-school building.

 

Location changes are as follows:

 

1-5 and 1-6: A2 Steam at Northside - move to Clague Middle School, 2616 Nixon Road

5-44 Ann Arbor Open - move to Wines Elementary, 1701 Newport Rd.

5-50 Haisley School - move to Skyline High School, 2552 N. Maple

5-51 Abbot School - move to Skyline High School, 2552 N. Maple

 

It is expected that all affected voters will be able to return to their usual polling place on November 5, 2024.

 

Pursuant to Michigan Election Law, City Council approval is required for a polling place location change, which occurs less than 60 days prior to an election due to unforeseen circumstances, such as “….because a polling place has been damaged, destroyed, or rendered inaccessible or otherwise unusable as a polling place.”

 

Upon approval by City Council, the City Clerk’s Office will begin promotion of the temporary change, including press releases, website posting, social media, etc. Signage will also be posted at entrances to all affected locations alerting voters of the change.

 

The City Clerk’s Office is requesting that City Council authorize the City Clerk and the City Administrator to take any necessary action to implement this resolution.

Whereas, Michigan Election Law, 168.662 (1), requires that the legislative body in each city shall designate and prescribe the place or places of holding an election in the city, and shall provide a suitable polling place for each precinct for use at each election;

 

Whereas, Michigan Election Law, 168.662 (4), requires that a determination of a polling place change less than 60 days prior to an Election requires City Council approval and the change must be necessary because the current polling place has been damaged, destroyed, or rendered inaccessible or unusable;

 

Whereas, The City Clerk’s Office has recently been notified by the Ann Arbor Public Schools staff that 1-5 and 1-6 (A2 Steam at Northside), 5-44 (Ann Arbor Open), 5-50 (Haisley School), and 5-51 (Abbot School) will not be available for the August 6, 2024 Primary Election due to ongoing construction projects; and

 

Whereas, The City Clerk has located suitable temporary polling place locations for these precincts, focusing on accessible, public facilities and close proximity to the permanent site, to minimize any adverse impacts to voters;

 

RESOLVED, That City Council approve the following temporary relocation of precincts for the August 6, 2024 Primary Election:

 

1-5 and 1-6: Clague Middle School, 2616 Nixon Road

5-44: Wines School, 1701 Newport Rd.

5-50 and 5-51: Skyline High School, 2552 N. Maple

 

RESOLVED, That the City Administrator and the City Clerk be authorized to take all action necessary to implement this resolution.
