Resolution to Approve the Renewal of Interlocal Agreement between City of Dearborn and City of Ann Arbor for Fire Vehicles

This resolution seeks approval of the Renewal of Interlocal Agreement between City of Dearborn and City of Ann Arbor for Fire Vehicles, dated July 25, 2023 (“Agreement”).
In July 2023, the City entered a two-year interlocal agreement with Deaborn that permits lending of front-line fire vehicles. Both parties agree that all vehicles must remain primarily available for use within their respective jurisdictions. Therefore, vehicles are only made available when not actively in use by the lending jurisdiction. The Agreement provided for a one-time two-year renewal upon mutual agreement of the parties.
The primary need giving rise to this Agreement was Ann Arbor’s lack of a reserve front-line ambulance. With this Agreement, we were able to have a second ambulance in the City for the University of Michigan’s National Football Game on January 8, 2024. This allowed us to better serve our community on a day with significantly increased calls.
The City currently has two licensed ambulances; however, given the forecast for increased events such as concerts at Michigan Stadium in July 2026, renewal of the Agreement can provide additional EMS surge capacity for such events.
We are asking permission to renew the Agreement for an additional two-year term as outlined in Section One, paragraph 2 of the Agreement.
Budget/Fiscal Impact: The Fire Department will pay a $250.00 daily lease fee when utilizing a Dearborn ambulance and that would be funded by Fire Services approved fiscal year budgets respectively.

Whereas, The City entered a two-year Interlocal Agreement between City of Deaborn and City of Ann Arbor for Fire Vehicles, dated July 25, 2023 (“Agreement”);
Whereas, The Agreement permits the two municipalities to share front-line fire vehicles and gives the City the ability to increase ambulance capacity beyond the two City-owned ambulances for events that can nearly double the population, yielding a significant increase to call volume; and
Whereas, The Agreement provides for renewal for a one additional two-year term, upon mutual agreement of the parties;
RESOLVED, That City Council approve the Renewal of the Interlocal Agreement Between City of Dearborn and City of Ann Arbor for Fire Vehicles (“Renewal”);
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the Renewal after approval as to substance by the City Administrator and as to form by the City Attorney; and
RESOLVED, That the City Administrator be directed to take all actions necessary to effectuate the terms of the Agreement, including termination of the Agreement per its terms, if deemed necessary.
