Resolution to Award Sewer Televising and Cleaning Construction Contracts to Taplin Group, LLC (Not-to-Exceed $3,364,492.95) and Pipetek Infrastructure Services, LLC (Not-to-Exceed $3,429,675.00) for Two-Year Durations (RFP # 20-20)

Memorandum

Attached for your approval is a resolution to award two separate 2-year construction contracts to Taplin Group, LLC and Pipetek Infrastructure Services, LLC to perform inspection and cleaning services for existing sanitary and storm infrastructure.

 

Public Works utilizes outside contractors to supplement in-house televising and cleaning operations performed on the sanitary sewer and stormwater systems.  Securing outside assistance at this time is critical to evaluate the remainder of the sanitary sewage collection system by May 15, 2022 pursuant to the Administrative Consent Order (ACO) with the Michigan Department of Environment, Great Lakes and Energy (EGLE). For the stormwater televising portion of these contracts, the televising is a level of service increase that was planned and represents improved pro-active system maintenance of the underground infrastructure.

 

RFP # 20-20 was advertised on the City’s website and on the Michigan Inter-Governmental Trade Network (MITN) website. Six (6) proposals were received and publicly opened on April 28, 2020. The RFP required that firms submit information listing professional qualifications, past involvement with similar projects, and a fee proposal.  A selection committee of Public Works staff reviewed the proposals and selected the firms most qualified to perform the required services.  The firms were evaluated and scored on the following criteria: 

 

                     Professional Qualifications (40%)

 

                     Past Involvement with Similar Projects (30%)

 

                     Fee Proposal (30%)

 

After reviewing and scoring the proposals, staff ranked the responding firms in the following order:

 

1.                     Pipetek Infrastructure Services, LLC

 

2.                     Taplin Group, LLC

 

3.                     Elite Pipeline Services

 

4.                     Inland Water Pollution Control, Inc

 

5.                     Foco, Inc

 

6.                     National Power Rodding

 

Taplin Group LLC and Pipetek Infrastructure Services, LLC were selected based on the professional qualifications of their firms and staff, past involvement with similar projects and the fee proposals.

 

Budget Impact:  Funding was allocated in the FY21 Sewage Disposal System in the amount of $585,000.00 for the televising on the sewer collection system and in the FY21 Operating and Maintenance Storm Sewer System Fund in the amount of $650,000.00.   The budgeted amounts were formulated prior to the ACO and staff will re-allocate funding within the Sewer Disposal Fund or return to Council for additional appropriations in order to comply with the regulatory requirements for which the engineering estimates of costs exceed what is currently budgeted. Future contract usage is subject to the availability of funding in FY22 and beyond.

 

Taplin Group, LLC and Pipetek Infrastructure Services, LLC comply with the City’s Non-Discrimination and Living Wage ordinances.

 

This agreement is for July 6, 2020 through July 6, 2022 and may be extended by agreement of the parties for up to one additional two-year period, subject to a 3% increase in unit prices and the annual appropriation of funds.

Whereas, Public Works published RFP #20-20 and six (6) proposals were received and publicly opened on April 28, 2020;

 

Whereas, Proposals were reviewed by Procurement and evaluated by City staff on the basis of professional qualifications, past involvement with similar projects and fee schedule;

 

Whereas, Staff selected Taplin Group, LLC and Pipetek Infrastructure Services, LLC as the two most qualified to perform the work identified in RFP # 20-20;

 

Whereas, The term of the proposed contract with Taplin Group, LLC is for two years and not to exceed $3,364,492.95;

 

Whereas, The term of the proposed contract with Pipetek Infrastructure Services, LLC is for two years and not to exceed $3,429,675.00; and

 

Whereas, Taplin Group, LLC and Pipetek Infrastructure Services, LLC comply with the City’s Non-Discrimination and Living Wage Ordinances;

 

RESOLVED, That City Council approve a two-year Construction Agreement with Taplin Group, LLC for Sewer Televising and Cleaning (RFP #20-20) in an amount not-to-exceed $3,364,492.95, for the period of July 6, 2020 through July 6, 2022;

 

RESOLVED, That City Council approve a two-year Construction Agreement with Pipetek Infrastructure Services, LLC for Sewer Televising and Cleaning (RFP #20-20) in an amount not-to-exceed $3,429,675.00, for the period of July 6, 2020 through July 6, 2022;

 

RESOLVED, That the City Administrator be authorized to extend the agreements for up to one 2-year period subject to a 3% increase in unit prices provided both parties agree to an extension and subject to the appropriation of funds;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreements after approval as to substance by the City Administrator and approval as to form by the City Attorney; and

RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
