Resolution to Approve Amendment No. 1 to the Construction Contract with Watertap, Inc. for Watermain Line Stops and Insertable Valves (Additional $100,000.00 for a Contract Total of $450,000.00)

Attached for your review and approval is a resolution authorizing Amendment No.1 to the two (2) year construction contract with Watertap, Inc. for watermain line stops and insertable valves. City Council approved R-24-379 to award a not to exceed $350,000.00 construction contract to Watertap, Inc. on September 16, 2024.
Each year Public Works encounters situations where sections of water mains must be isolated to replace valves, install fire hydrants or make emergency repairs. Installation of temporary line stops and valves enable this work to be performed with minimal interruption of water service. Repairs to the water distribution system in the current fiscal year have exceeded projections resulting in the request to increase the authorized contract value. Public Works is seeking Council approval for an increase of $100,000.00 to the existing contractual agreement with Watertap, Inc. from the current not to exceed amount of $350,000.00 to the proposed $450,000.00.
Watertap, Inc. complies with the requirements of the City’s Non-Discrimination Ordinance.
Budget/Fiscal Impact: Funding is available in the approved FY26 Water Supply System Fund operation and maintenance budget and will be available in subsequent budgets if approved by Council.

Whereas, Council approved R-24-379 to award a not to exceed $350,000.00 construction contract to Watertap, Inc. for watermain line stops and insertable valves on September 16, 2024;
Whereas, Watermain line stops and insertable valves are often required for repair services to the City’s water distribution system;
Whereas, Installation of line stops and insertable valves enables this work to be performed with minimal interruption of water service;
Whereas, The need for watermain line stops and insertable valves in year one (1) of the construction contract exceeded projections and additional funding is necessary to ensure contract value is available for these services during year two (2) of the contract;
Whereas, Funding for the amendment is available in the approved FY26 Water Supply System Fund operations and maintenance budget; and
Whereas, Watertap, Inc. complies with the requirements of the City’s Non-Discrimination Ordinance;
RESOLVED, That City Council approve Amendment No. 1 to the Construction Contract with Watertap, Inc. in the amount of $100,000.00 for watermain line stops and insertable valves for a total contract amount not to exceed $450,000.00;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said amendment after approval as to form by the City Attorney and approval as to substance by the City Administrator; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
