Resolution to Approve the Closing of Streets for the In Step with Sam 5K on Sunday, June 7, 2026 from 8:00 A.M. until 10:00 A.M.
Memorandum
Attached for your consideration is a request to close Baldwin Avenue from 8:00 A.M. until 10:00 A.M. for the In Step with Sam 5K on Sunday, June 7, 2026 to honor the life and legacy of Samantha (Sam) Woll, who was murdered outside her Detroit home in October 2023 at the age of 40. At the time of her death, Sam was serving as the president of the Isaac Agree Downtown Synagogue and was widely respected for her leadership, warmth, and profound dedication to community building.
Sam also maintained a personal commitment to running one mile every day. To commemorate her life and this daily practice, In Step With Sam brings the community together for a gathering, a service project, and a choice of a kids fun run, 1-mile route, or 5K. The 5k route will conclude at a tree dedicated in her honor at Nichols Arboretum. All event proceeds will benefit the Samantha Woll Center for Jewish Detroit, ensuring her legacy continues. It is anticipated that this run will become an annual event.
The following street will close for this event and will open as soon as safely possible:
• Baldwin Avenue from Granger Street to Wells Street
The sponsor agrees to obtain all necessary permits, to provide evidence of proper liability insurance as required, to comply with all City regulations governing the use of the street and will reimburse the City for all event expenses.
Notification of the street closing will be provided through the City’s website, electronic notification via GovDelivery and through the Samantha Woll Center for Jewish Detroit.
The event has been coordinated with all relevant City service areas for the purposes of traffic control and for the protection of the health and safety of the participants and the general public.

• Baldwin Avenue from Granger Street to Wells Street;
Whereas, The street closure will be properly signed, barricaded and supervised by the sponsor;
Whereas, The sponsor agrees to obtain all necessary permits, to provide evidence of proper liability insurance as required, to comply with all City regulations governing the use of the street and will reimburse the City for all event expenses; and
Whereas, Notification of the street closings will be provided through the City’s website, electronic notification via GovDelivery and through the Samantha Woll Center for Jewish Detroit;
RESOLVED, That City Council approve the closing of the following street for the In Step with Sam 5K on Sunday, June 7, 2026 from 8:00 A.M. until 10:00 A.M.:
• Baldwin Avenue from Granger Street to Wells Street.
