Resolution to Approve a Contract with Miller-Boldt Inc., for the Installation of HVAC Rooftop Units for Fire Station #1 ($84,900.00)
Memorandum
We recommend your approval of the attached resolution authorizing a contract in the amount of $84,900.00 with Miller-Boldt Inc., for the installation of five rooftop mounted HVAC units at Fire Station #1. The project involves the removal of the existing units, supply and installation of new units, all necessary connections and controls to supply heated and cooled air to the building. The building currently has five rooftop units that are 39 years old. A sixth unit of the same vintage recently failed and had to be replaced. The condition of the remaining five units are poor, they require frequent maintenance and repair parts are becoming harder to obtain. As the building is occupied 24/7 by fire and dispatch personnel, maintaining a tempered building is important.
The project was bid under ITB-4491 and bids were received from two contractors on April 25, 2017. Staff evaluated the bids and determined that the prices were competitive and recommends that Miller-Boldt Inc., as the lowest responsible bidder, be awarded the contract. The bid tabulation is attached.
The project was included in the City’s Capital Improvement Plan and funding is available in the General Fund Capital Budget. The resolution includes a recommended project contingency of $5,000.00 (approximately 6%) to cover potential contract change orders to be approved by the City Administrator if necessary.
Miller-Boldt Inc. of Sterling Heights, MI, complies with the requirements of the City’s Living Wage, Non-Discrimination, and Prevailing Wage ordinances.

Whereas, There is a need to provide a reliable source of tempered air for the HVAC system of Fire Station #1;
Whereas, Five rooftop HVAC units at Fire Station #1 are well beyond their useful life and in need of replacement;
Whereas, Two bids for the supply and installation of the HVAC units were opened April 25, 2017, and Miller-Boldt Inc. of Sterling Heights, MI, submitted the lowest responsible bid under ITB No. 4491;
Whereas, Miller-Boldt Inc. complies with the City’s Living Wage, Non-Discrimination, and Prevailing Wage ordinances; and
Whereas, The project was included in the City’s Capital Improvement Plan and funding is available in the General Fund Capital Budget;
RESOLVED, That City Council approve a contract, per ITB No. 4491, with Miller-Boldt Inc., in the amount of $84,900.00 and authorize a construction contingency of $5,000.00 to cover potential contract change orders;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said contract after approval as to substance by the City Administrator and approval as to form by the City Attorney; and
RESOLVED, That the City Administrator be authorized to take all necessary actions to implement this resolution including the approval and execution of change orders within the approved contingency amount.
