Resolution to Approve a Contract with Wade Trim for Design Engineering Services for the Division Street Bikeway Extension Project ($460,000)

 

Memorandum

Project Background

The Ann Arbor Downtown Development Authority’s (“DDA”) 2026-2055 Development Plan identified the Division Street Bikeway Extension as a priority. The extension will continue the two-way bikeway from its current end point at Catherine Street to the Broadway Bridge, where it will connect to the multi-use path that crosses the bridge.

The DDA previously conducted public engagement and completed the conceptual design for the project as part of the Downtown Area Circulation Study. The next step is to prepare final engineering plans, accompanied by additional public engagement, with the goal of incorporating the construction into City Engineering's 2027 resurfacing project. 

 

Capital Schedule

The City of Ann Arbor Capital Improvements Plan (CIP) identifies utility improvements to the watermain between East Kingsley Street and Detroit Street and roadway resurfacing improvements on Division Street between Catherine Street and Detroit Street as immediate priorities.

The DDA’s 2026-2055 Development Plan identified the Division Street Bikeway Extension as a high-ranking priority.

The DDA and the City wish to conduct simultaneous construction for these projects starting in spring of 2027, to achieve the greatest cost savings and minimize disruptions to the area.

 

Engineering Services / Wade Trim Associates

DDA staff recommends Wade Trim Assoc. to provide professional engineering services for the Division Street Bikeway Extension Project, encompassing engineering, public engagement, project management, and bid support services.

 

The DDA holds a continuing services contract with Wade Trim to provide engineering support services from July 1, 2024 to December 31, 2027 (2026 Professional Services Agreement). The Division Street Bikeway Extension Project requires a separate contract, but would mirror the 2026 Professional Services Agreement’s rates, terms, and conditions. In summary:

                     Contract scope: Professional Engineering Services

                     Total contract amount: $460,000

                     Contract Start: June 3, 2026

                     Estimated Contract End Date: January 31, 2027

 

Body

Whereas, The Ann Arbor Downtown Development Authority’s (“DDA”) 2026-2055 Development Plan identified the Division Street Bikeway Extension as a priority;

 

Whereas, The City of Ann Arbor Capital Improvements Plan (CIP) identifies utility improvements to the watermain between East Kingsley Street and Detroit Street and roadway resurfacing improvements on Division Street between Catherine Street and Detroit Street for construction in 2027;

 

Whereas, To enable implementation during the 2027 resurfacing season, it is now necessary to enter into a design contract;

 

Whereas, Funding for the design services is available in the approved capital budget of the DDA TIF fund;

 

RESOLVED, That the DDA Board approves a design and engineering contract with Wade Trim, not to exceed $460,000 from the DDA TIF Fund;

 

RESOLVED, That the DDA Executive Director be authorized and directed to execute said design and engineering contract with Wade Trim Associates, Inc., after approval as to form by the DDA Attorney;

 

RESOLVED, That the Executive Director be authorized to take necessary administrative actions to implement this resolution.
