Resolution to Approve Support of Michigan Department of Transportation Road Reconfiguration Repaving Plan for East Huron/Washtenaw

Attached for your review and approval please find a resolution to support MDOT repaving 2.8 miles of I-94 Business Loop (BL) (East Huron Street/Washtenaw Avenue) from Main Street to East Stadium Boulevard in Ann Arbor to include Bus Only Lanes and other safety improvements between S. University Ave and Stadium Blvd.
Background: The work, planned for 2027, will include resurfacing the existing pavement, replacing existing sidewalk ramps and addressing Americans with Disabilities Act (ADA) upgrades, as required. Work will also include pedestrian safety upgrades, such as a new mid-block crosswalk near Wayne St. and pedestrian hybrid beacon near 2350 Washtenaw Ave., signalized intersection pedestrian pushbuttons with leading pedestrian interval and hardened centerlines (where feasible).
MDOT is also proposing a reduction to the number of travel lanes that would support “right- sizing” the roadway, from S. University Ave. to Stadium Blvd. The preferred option of the Transportation Commission is the alternative that includes one bus-only lane from S. University to Tuomy Rd. and two bus-only lanes from near Tuomy Rd to near Stadium Blvd.
The Resolution was amended and approved by the Transportation Commission on March 18, 2026.

Whereas, The road repaving provides safer pedestrian crossings, enhanced pedestrian facilities, crash reduction, and extended road service life;
Whereas, A detailed review of concepts was undertaken by MDOT to reduce problems with speeding and crashes;
Whereas, Including Bus Only Lanes is in alignment with AAATA/The Ride 2045 Plan;
Whereas, Road right sizing is shown to reduce excessive speeds and crash severity for all roadway users, with increased benefit to vulnerable users;
Whereas, Over the past 5 years City Council has reinforced a commitment to Vision Zero and prioritizing human lives and safety; and
Whereas, This resolution advances initiatives that enhance safety and accessibility of the right of way for vulnerable and at-risk users;
RESOLVED, That City Council approves support of MDOT repaving East Huron Street/Washtenaw Avenue from Main Street to East Stadium Boulevard to include Bus Only Lanes and other safety improvements between S. University Ave and Stadium Blvd.
