RESOLUTION TO APPROVE THE SELECTION OF PULLMAN SST INC. AS CONTRACTOR FOR THE FY2026 PARKING STRUCTURE REPAIRS
Memorandum
Background: Annually the DDA undertakes repairs and maintenance work in the parking structures based on a 20-year repair plan produced by parking engineers. To implement the repairs, DDA contracts with a construction firm specializing in parking facility restoration. The CIP plan earmarked $3.2M for maintenance and restoration work in FY26. DDA engineers at Fishbeck identified a scope of work for the spring RFP estimated at $2.5M.
Overview & Scope: The scope of work includes the following items: Maynard Structure- Concrete repairs, waterproofing, sealants, stairwell repairs, masonry/façade repairs and sealants. Forest Structure- Concrete repairs, waterproofing, deck coatings, pavement markings, sealants. Ann Ashley Structure- Masonry/façade repairs and sealants.
A Request for Proposal was released, and in May the DDA received two proposals; Pullman SST, and RAM Construction Services. Following careful review using the City’s construction RFP elevation process, it was determined that the proposal from Pullman SST was the most responsive.

Staff recommend the selection of Pullman SST with a base contract amount of $2,129,555.00 and staff authorization not to exceed $2,555,466.00. As is standard with our restoration contracts, this not to exceed amount includes a 20% contingency for the DDA Parking Manager to approve as needed. This is important given the age of many structures and the issues that often arise during repairs. With DDA Board approval, staff will proceed with signing a contract. The work is expected to begin in July.

Whereas, Annually the DDA undertakes necessary repairs to keep its eight parking structures in good condition;
Whereas, Annually this repair work is adopted in the City capital improvements plan;
Whereas, The DDA’s engineer, Fishbeck, has provided the DDA with a list of recommended parking structure repairs for FY26 based on the 20-year plan of work;
Whereas, A Request for Proposal for parking structure repairs was issued in May, and two proposals were received;
Whereas, It was determined that the proposal from Pullman SST Inc. was the most responsive, and Pullman’s bid was $2,129,555.00.
RESOLVED, The DDA Board approves the selection of Pullman SST Inc. as contractor for the FY26 Parking Structure Repairs with a contract amount of
$2,129,555.00.
RESOLVED, That a contract contingency amount of $425,911.00 be established within the project budget and that the Parking Manager be authorized to approve additional change orders to the construction contract with Pullman SST Inc. not to exceed $2,555,466.00 to be paid from the Parking CIP Fund;
RESOLVED, That the DDA Executive Director is authorized to sign the contract with Pullman SST Inc.
