Resolution to Close North University for the Townie Street Party - Sunday, July 14, 2019 to Wednesday, July 17, 2019

Attached for your consideration is a request from the Ann Arbor Street Art Fair to close North University between Fletcher Street and Thayer Street for the Townie Street Party on Monday, July 17, 2019 from 5:00 P.M. to 10:00 P.M. The sponsor has requested that the area be closed from 9:00 A.M. on Sunday, July 14, 2019 until the beginning of the Art Fair setup on Wednesday, July 17, 2019 at 7:00 A.M. to provide for equipment set-up time to stage the event and clean-up following the event.
The sponsor will submit an application for approval from the State of Michigan Liquor Control Commission for temporary sales, service and consumption of alcoholic beverages in the defined areas, pursuant to the MLCC regulations;
The sponsor agrees to obtain all necessary permits, to provide evidence of proper liability insurance as required, and to comply with all City regulations governing the use of the streets.
Notification of the street closing will be provided through the City’s website, GovDelivery and through the Ann Arbor Street Art Fair’s communications and website not less than 14 days prior to the event.
The event has been coordinated with all relevant City service areas for the purposes of traffic control and for the protection of the health and safety of the participants and the general public.

Whereas, The Ann Arbor Street Art Fair will be holding the Townie Street Party on Monday, July 16, 2019 from 5:00 P.M. to 10:00 P.M. on North University between Fletcher Street and Thayer Street;
Whereas, The sponsor is requesting the closure of North University between Fletcher Street and Thayer Street from 9:00 A.M. on Sunday, July 14, 2019 until the beginning of the Art Fair setup on Wednesday, July 17, 2019 at 7:00 A.M. to provide for equipment set-up time to stage the event and clean-up following the event;
Whereas, The street closures will be signed and barricaded and properly supervised by the sponsor;
Whereas, The sponsor requires the approval of the Michigan Liquor Control Commission for a special outdoor liquor license;
Whereas, Notification of the street closing will be provided through the City’s website, GovDelivery and through the Ann Arbor Street Art Fair’s communications and website not less than 14 days prior to the event; and
Whereas, The sponsor will obtain all necessary permits and comply with all procedures, rules and regulations required by the City to stage such an event;
RESOLVED, That City Council approve the closing of North University between Fletcher Street and Thayer Street from 9:00 A.M. on Sunday, July 14, 2019 until the beginning of the Art Fair setup on Wednesday, July 17, 2019 at 7:00 A.M. to provide for equipment set-up time to stage the event and clean-up following the event; and
RESOLVED, That a special liquor license for the event be approved, contingent upon the approval from the Michigan Liquor Control Commission.
