Memorandum
The attached resolution authorizes the summary publication of Ordinance No. ORD-11-19 which amends Sections 1:552.1(19), Section 1:561(c), Section 1:562(2), Section 1:565, Section 1:567, Section 1:568, Section 1:572, and Section 1:592(b) of Chapter 18, Employees Retirement System, Title I of the Code of the City of Ann Arbor.

The ordinance amendments increase the pension contribution for AFSCME and AAPOA bargaining units from 5% on a post tax basis to 6% on a pretax basis. In addition, the amendments increase the vesting period for new hires in AFSCME and AAPOA from 5 years to 10 years and increases the final average compensation calculation to a 5 year period rather than a 3 year period for new hires in these bargaining groups.
The City Charter contains provisions to allow summary publications of ordinances that are in excess of 500 words in length. The purpose of this resolution is to lessen the City’s cost resulting from the required publication of the revisions to the City Code.

RESOLVED, That Ordinance No. ORD-11-19 be published by the following summary:

Ordinance No. ORD-11-19 amends Chapter 18, Employee Retirement System of the Code of the City of Ann Arbor to implement increases in the vesting period (from 5yrs to 10 yrs) for new hires in AFSCME and AAPOA from 5 years to 10 years and increases the final average compensation calculation to a 5 year period rather than a 3 year period for new hires in these bargaining groups.
