Attached for your approval is a resolution to authorize the purchase of a Sewer Pipeline Inspection System with Lateral Evaluation Television System for the total amount of $242,835.00, from Jack Doheny Supplies, Inc.

The sewer pipeline television inspection unit (CCTV) being replaced has been in service since 2004. This unit is used to inspect and investigate the city’s sewers for cracks and leaks, root damages, and settlements. It is used before and after preventative maintenance and major repairs and replacement. The CCTV unit has over 7,295 hours of use. Over the last 12 months, the unit has had numerous operational problems. The unit’s camera has been was taken out of service for repairs more than 10 times, and twice shipped to California for more extensive repairs. Over the last 18 months, the City’s IT Unit has worked on the computer and the software for over 300 hours. This is equivalent to about 40 to 45 days the unit is out of service.

The loss of production caused by the frequent repairs makes it impossible to keep up with the scheduled preventative maintenance program for our underground utilities. It also causes delays for current projects that need to be inspected and televised before the start date. Failure to televise the sewer pipeline system puts the system at risk as it delays cleaning for clogs and back-ups, preventative maintenance and routine repairs. Televising the sewer pipeline system is scheduled based upon the operational history of each segment; therefore not being able to follow the schedule can be harmful to the operation of the sewer collection system.

The Sewer Pipeline Inspection System with Lateral Evaluation Television System unit will allow staff to inspect almost twice as much pipe per day, increase the resolution six times...
