Attached for your review and approval, please find a resolution that authorizes and directs the Mayor and the City Clerk to execute the standard agreement between the Michigan Department of Transportation (MDOT) and the City of Ann Arbor for the E. Stadium Boulevard Bridges Replacement Project, following approval as to substance by the City Administrator and approval as to form by the City Attorney.
 
In August 2011, we received a draft agreement with MDOT for the construction of the project. After careful review of the draft agreement, we requested revisions to the cost participation schedule to allow the City to take full advantage of the Federal and State grants that are already approved for the project. We believe that we are close to having a final agreement with the MDOT and Federal Highway Administration (FHWA) and expect a revised State-City agreement for the City's execution soon.    
 
On September 2, 2011 MDOT received the construction bids for the project and determined Dan's Excavating, Inc $13,910,334.77 bid as the lowest qualified construction bid for the E. Stadium Boulevard Bridges Replacement Project. Dan's Excavating Inc, has worked on some of the City's past major construction projects and has completed the projects to our satisfaction. The bids tabulation sheet is attached for your information. The construction bid prices are valid for 49 days after bids are opened plus any additional time extension requested by MDOT and accepted by Dan's Excavating Inc.
 
Our current estimate for the total project cost including all prior expenses, but excluding contingencies for the future construction, is $22,776,700. The anticipated State-City Agreement will include an amount determined by MDOT, for construction contingencies. The cost for the contingency amount included in the anticipated State-City agreement will be shared 80% by the State and 20% by the City.       
 
Upon execution of this agreement, MDOT will award the construction contract to the contractor and they will begin mobilizing to the jobsite shortly after.  We expect the Contractor to close E. Stadium Boulevard to traffic and begin implementing the project detour route on or about November 28, 2011.  E. Stadium Boulevard will remain closed to traffic until December 2012 while the contractor performs the needed construction.  Also, on or about November 28, 2011, the Contractor will close S. State Street to traffic in the vicinity of E. Stadium Boulevard in order to demolish the bridge over S. State Street and install needed storm and sanitary sewers that will be utilized in subsequent phases of the project.  S. State Street will be re-opened to two lanes of traffic on or about December 13, 2011.  As part of the project's construction, we will reconstruct a portion of S. State Street beginning May 3, 2012.  We expect to be completed with all work on S. State Street by July 11, 2012.  During our work on S. State Street, we will maintain one lane of traffic southbound and detour northbound S. State Street traffic along Packard to E. Stadium Boulevard to S. Industrial Highway to Stimpson Street to S. State Street.  We will be closely monitoring traffic along the detour routes and will be evaluating their performance.  Project Staff will be ready to make adjustments as needed in order to optimize the performance of the detour route.  We expect traffic to adapt to the detour routes and normalize after a few weeks.  This is common on these types of projects.
 
The resolution also authorizes the City Administrator to approve the needed traffic control orders and night work authorizations in order to allow the work to proceed without delay.

Whereas, The E. Stadium Boulevard Bridges over S. State Street and the Ann Arbor Railroad Tracks need to be removed and replaced;
 
Whereas, The City of Ann Arbor has been approved for a USDOT TIGER II Discretionary Grant, MDOT Transportation Enhancement Grant, and MDOT Local Bridge Program Funds to assist with funding the needed Improvements; and
 
Whereas, The City of Ann Arbor entered into a Grant Agreement with the United States Department of Transportation, Federal Highway Administration on March 17, 2011 for this project;
 
Whereas, The City's share of the project costs are available in the approved Street Millage Capital Budget;
 
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the standard agreement between the Michigan Department of Transportation (MDOT) and the City of Ann Arbor for the E. Stadium Boulevard Bridges Replacement Project, following approval as to substance by the City Administrator and approval as to form by the City Attorney;
 
RESOLVED, The City Administrator be authorized to approve the needed Traffic Control Orders, Night Work Authorizations, and other similar administrative approvals to allow the work of the project to proceed without delay;
 
RESOLVED, That Council authorize the City Administrator to take necessary administrative actions to implement this resolution.
