Resolution to approve an Agreement with the Michigan Department of Transportation for the E. Stadium Boulevard Bridges Replacement Project

Attached for your review and approval, please find a resolution that authorizes and directs the Mayor and the City Clerk to execute the standard agreement between the Michigan Department of Transportation (MDOT) and the City of Ann Arbor for the E. Stadium Boulevard Bridges Replacement Project, following approval as to substance by the City Administrator and approval as to form by the City Attorney.
In August 2011, we received a draft agreement with MDOT for the construction of the project. After careful review of the draft agreement, we requested revisions to the cost participation schedule to allow the City to take full advantage of the Federal and State grants that are already approved for the project. We believe that we are close to having a final agreement with the MDOT and Federal Highway Administration (FHWA) and expect a revised State-City agreement for the City’s execution soon.
On September 2, 2011 MDOT received the construction bids for the project and determined Dan’s Excavating, Inc $13,910,334.77 bid as the lowest qualified construction bid for the E. Stadium Boulevard Bridges Replacement Project. Dan’s Excavating Inc, has worked on some of the City’s past major construction projects and has completed the projects to our satisfaction. The bids tabulation sheet is attached for your information. The construction bid prices are valid for 49 days after bids are opened plus any additional time extension requested by MDOT and accepted by Dan’s Excavating Inc.
Our current estimate for the total project cost including all prior expenses, but excluding contingencies for the future construction, is $22,776,700.
