An Ordinance to Amend Sections 1:552.1(19), Section 1:561(c), Section 1:562(2), Section 1:565, Section 1:567, Section 1:568, Section 1:572, and Section 1:592(b) of Chapter 18, Employees Retirement System, Title I of the Code of the City of Ann Arbor to Implement Changes Negotiated with the AFSCME and Ann Arbor Police Officers Association Bargaining Units (Ordinance No. ORD-11-19)
Memorandum
Attached for your review and approval is an Ordinance amending Chapter 18, Employees Retirement System.
The amendments to the ordinance increase the pension contribution for AFSCME and AAPOA bargaining units from 5% on a post tax basis to 6% on a pretax basis. In addition, the amendments increase the vesting period for new hires in AFSCME and AAPOA from 5 years to 10 years and increases the final average compensation calculation to a 5 year period rather than a 3 year period for new hires in these bargaining groups.
These changes result from negotiations leading to a new collective bargaining agreement with the AFSCME group and an Act 312 binding arbitration award issued to the parties for the AAPOA bargaining group.
