Memorandum
Attached for your review and approval, please find a resolution to approve an agreement between the City of Ann Arbor and the Michigan Department of Transportation (MDOT) for the resurfacing of Packard Road (Platt to US-23) and Hill Street (S. Forest to Washtenaw Ave).  The agreement is required so that this project can be performed as a Federal Aid project
 
Funds for this project have been approved in the FY12 capital budget.
 
The completed plans were submitted to MDOT in July 2011 for a bid letting on October 7, 2011.  This resolution was prepared prior to October 7, so the bid results were not available for inclusion in this memorandum.  
 
Packard Road (Platt Rd to US-23):  
 
Packard Road is scheduled for construction from May through August 2012.  The work will be phased such that half the road will be under construction while the remainder of the width will be used to maintain two lanes of traffic (two-way traffic) throughout the construction zone.  
 
The pavement of Packard will be resurfaced, and the curbs will be replaced where needed.  Sidewalk ramps will be upgraded to current ADA standards.  Due to many breaks, the project includes the replacement of the existing water main with a new 12-inch water main from Platt to US-23.  Also included is the replacement of the guardrails and north pedestrian walkway underneath the US-23 bridge.  
 
Hill Street (S. Forest to Washtenaw Ave):
Hill Street will be resurfaced with curb replacement where needed and sidewalk ramp upgrades.  During construction, one lane of eastbound traffic will be maintained through the construction zone and westbound traffic will be detoured via Washtenaw Ave to S. Forest Ave.  We expect the construction from June through July 2012.
 
City-State Agreement
One requirement for this type of project is that the City enter into an agreement with the State of Michigan stipulating the funding split and other rights and responsibilities of the parties.  It is the same form of agreement that we have used on other federally funded projects.  The Federal Surface Transportation Fund - Urban (STPU) is expected to pay for 81.85% of the eligible participating road work.  All other costs including the remaining participating construction costs, design, construction engineering, testing, and non-participating items of work will be funded from the Street Millage and utility capital funds as shown below.  
 
In the City-State Agreement, the FY11 STPU funds ($1,186,623.00) are obligated to the project.  
 
Based on the Engineer's Estimate, the total anticipated project revenue and expenditures of $3,361,623.00 are broken down, see attachment.
The Michigan Department of Transportation (MDOT) will award the contract and the City will act as the project engineer.

Whereas, The Federal Highway Administration will allocate funds in the amount of $1,186,623.00 for the resurfacing of Packard Road (Platt Rd to US-23) and Hill Street (S. Forest St. to Washtenaw Ave);
 
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute contract number 11-5533  with the Michigan Department of Transportation for the Packard Road and Hill Street Resurfacing project, substantially in the form on file with the City Clerk, following approval as to substance by the City Administrator, and approval as to form by the City Attorney;
 
RESOLVED, That the City Administrator be authorized to take necessary administrative actions to implement this project, including issuing Traffic Control Orders for Packard Rd, Hill Street, and associated side streets as necessary, including parking prohibition as needed in excess of 1 block and/or 90 days; and
 
RESOLVED, That Council authorize the City Administrator to take necessary administrative actions to implement this resolution.
