PROCLAMATION
Honoring Jonathan W. Bulkley
September 9, 2011
 
WHEREAS,      The City of Ann Arbor and the Mayor's Office would like to recognize Jonathan Bulkley for his significant contributions to the University of Michigan, the State of Michigan, the Great Lakes Basin, the United States; and
 
WHEREAS,      Jonathan Bulkley was trained in political science and civil engineering, earning two bachelor's degrees, a master's in civil engineering and a Ph.D. in political science - all from the Massachusetts Institute of Technology; and
 
WHEREAS,      Jonathan Bulkley served two years on active duty as an officer in the U.S. Army; and
 
WHEREAS,       Jonathan Bulkley joined the faculty of the University of Michigan in 1968, with joint appointments in the School of Natural Resources and Environment and the College of Engineering until his retirement in June 2011; and
 
WHEREAS,      Jonathan Bulkley was a tireless advisor to U-M students, having chaired or served on nearly 100 Master's and Ph.D. committees during his career; and
 
WHEREAS,      Jonathan Bulkley advocated a holistic approach to watershed planning and management and is an internationally recognized expert on storm water, combined sewer overflows and water collections systems; and
 
WHEREAS,      Jonathan Bulkley served over 30 years as a Special Master and as a monitor in the U.S. District Court for the Eastern District of Michigan to bring resolution of water-management issues facing the city of Detroit; and
 
WHEREAS,      Jonathan Bulkley served in positions appointed by three Michigan governors: vice-chair of the Michigan Environmental Review Board, member of the state's Hazardous Waste Policy Committee and member of the Michigan Science Advisory Board; and
 
WHEREAS,      Jonathan Bulkley served as member, vice-chair and chair of the Environmental Advisory Board to the Chief of Engineers, U.S. Army; and
 
WHEREAS,      Many of Professor Bulkley's students, family and friends have gathered today to honor and profess their love and affection for him.
 
 
NOW THEREFORE, I, John Hieftje, Mayor of Ann Arbor, Michigan, in celebration of his wonderful contributions to the community, do hereby proclaim September 9th, 2011 to be Jonathan Bulkley Day in the City of Ann Arbor.
