Attached for your consideration is a resolution to approve revised FY 2012 General Fund allocations to nonprofit entities for human services, resulting from Council's addition of $85,600 to Human Services funding as a part of the FY 2012 Budget. These allocations reflect revisions to specific award amounts approved on May 31, 2011 by resolution R-11-205 due to the amended dollar amount in both the overall City human services funding budget.
 
Based on the Coordinated Funding model approved by Council on November 4, 2011 and the final budget amounts as approved by all Coordinated Funding partners, a total of $4,285,089 has been allocated to 40 agencies (38 awarded competitively and 2 awarded through sole-source) for the delivery of 65 human services programs as approved by resolution R-11-205. The total budgets for all Coordinated Funding partners are as follows:

Funding increase of $85,600.00 approved by Council did not specifically allocate this amount to any agency at the time of funding.  Current resolution allocates an increase (May 31, 2011) to agencies listed below and approves revised allocations for these agencies for FY 2012.  The funding is being distributed to these agencies according to the approved mechanism in resolution R-11-205 wherein the higher scoring agencies received a proportional increase. Community Development requests Council approval of the new allocation for City-funded agencies as reflected below. The other agencies that received additional funding was reflected in the other funder's budgets. Please note that some agencies appear to receive a larger proportional increase than others, but that just reflects a redistribution in which funder is funding the contract. Some contractors have funding from more than one funder and some funders have funding from just one funder. But the total allocation for each agency is the amount that all funders agreed upon based on the evaluation score, and the fund distribution formula.

Body
Whereas, City Council, the Ann Arbor Area Community Foundation Board of Directors, the United Way of Washtenaw County Board of Directors, the Washtenaw County Board of Commissioners, and the Washtenaw Urban County Executive Committee approved human services funding allocations to 40 agencies for the delivery of 65 programs between April and June 2011;
 
Whereas, The City of Ann Arbor approved general fund allocations to nonprofit organizations by resolution R-11-205;
 
Whereas, The City of Ann Arbor increased the total dollar amount included in the human services budget for FY2012 by $85,600.00 by resolution R-11-205;
 
Whereas, The increase in the amount of $85,600.00 in the FY 2012 human services budget was not allocated to any agency when the increase was approved;
 
Whereas, Human Services allocation amounts for eight (8) City of Ann Arbor-funded human services programs are being adjusted now to reflect the increase in the human services budget for FY 2012; and
 
Whereas, Award of these contracts is contingent on human rights and living wage approvals prior to execution of the contracts;
 
RESOLVED, That the Mayor and City Council approve revised allocations from the General Fund, to the nonprofit entities listed below and authorize the Office of Community Development to negotiate contractual agreements in accordance with the City's purchasing procedures, subject to approval as to substance by the City Administrator, and approval as to form by the City Attorney:

RESOLVED, That all projects funded by these grant funds shall give priority to extremely low-, very low- and low-income residents and that performance by the nonprofit entities will be monitored by the Office of Community Development; and
 
RESOLVED, That the City Administrator, or his designee, be authorized to take necessary administrative actions and to execute any documents necessary to complete this transaction and to implement this resolution.
