Memorandum
The City of Ann Arbor/Washtenaw County Community Corrections Advisory Board has submitted its annual request to the State for $421,801 in funding for corrections programs in Washtenaw County, which will be supplemented by $295,890 in fees, and $292,369 of general fund match from the County, for a total program budget of $1,010,060. This grant provides the bulk of annual funding for the Community Corrections Comprehensive Plan. Approval of this application will not obligate the City to provide any additional funds.
Under the Michigan Community Corrections Act, MCL 791.401 et seq., this application for funding must be approved by the County and City.  The County approved the application by resolution on June 1, 2011, a copy of which is attached. Please note that the County resolution contains slightly inconsistent numbers due to typographical error. Community Corrections staff have confirmed that the numbers cited herein are the correct numbers. The application has been reviewed by the Ann Arbor Police Department and the City Attorney's Office and approval is recommended. Further description of the application and program is contained in the attached memo from Community Corrections staff.

Whereas, Pursuant to Public Act 511 of 1988, City Council, on August 21, 1989, approved participation in a joint City/County Community Corrections Advisory Board (CCAB) with Washtenaw County for the purpose of development, implementation and operation of a community corrections program in Washtenaw County and the City of Ann Arbor;
 
Whereas, Washtenaw County had previously approved participation in the CCAB on August 6, 1989;
 
Whereas, Washtenaw County continues to have one of the lowest prison commitment rates in Michigan and a high utilization of Community Corrections community-based supervision programs, demonstrating the ongoing successful implementation of the annual Community Corrections Comprehensive Plan;
 
Whereas, The grant application to the State Department of Corrections for FY 2011-2012 programs has been reviewed and approved by the CCAB and Washtenaw County Board of Commissioners and now requires the approval of City Council to be eligible for the grant;
 
Whereas, Approval of the application will not obligate the City to provide any additional funds, and if the grant is approved the Community Corrections Comprehensive Plan budget of $1,010,060 is anticipated to be entirely funded by $421,801 from the state grant, $295,890 from program fees, and $292,369 in matching funds from Washtenaw County;
 
Whereas, The State of Michigan Office of Community Corrections will be reviewing and considering this application for approval by the State Board of Community Corrections at their regularly scheduled meeting in August, 2011; and
 
Whereas, City Council approval of the Application has been requested by the CCAB;
 
RESOLVED, That City Council approve and support the Application to the State of Michigan, Michigan Department of Corrections/Office of Community Corrections Board for a grant for the FY 2011-2012 City/County Community Corrections Advisory Board Comprehensive Plan for the period October 1, 2011 through September 30, 2012; and
 
RESOLVED, That the City Clerk be directed to provide a copy of the Resolution to the Washtenaw County Administrator and the CCAB as evidence of the City of Ann Arbor's approval and support of the application.
