Memorandum
Attached for your review and approval is a resolution to approve a Parking Agreement with the Ann Arbor Downtown Development Authority for the management, operation and maintenance of the Municipal Parking System.  
 
The City has negotiated with the DDA over the last several months to obtain a mutually beneficial management and financial agreement for the continuance of the operating agreement with the DDA for the City public parking structures and surface parking lots.

Body
Whereas, The Ann Arbor Downtown Development Authority (DDA) has operated and maintained the public parking facilities leased or owned by the City since 1992 under a master agreement with the City of Ann Arbor;
 
Whereas, The City requested the DDA enter into discussions on mutually beneficial management and financial arrangements for the continuance of the operating agreement with the DDA for the City public parking structures and surface parking lots; and
 
Whereas, After due consideration, the City and DDA Mutually Beneficial Committees have negotiated a new Parking Agreement to address the continued management, operations, maintenance, capital and financial obligations of the City and the DDA with respect to the Municipal Parking System, which is intended to supersede all prior agreements;
 
RESOLVED, That City Council approve the Parking Agreement with the DDA for management, operation and maintenance of the Municipal Parking System;
 
RESOLVED, That the Mayor and City Clerk are authorized and directed to execute the Parking Agreement after approval as to substance by the Interim City Administrator and approval as to form by the City Attorney; and
RESOLVED, That the Interim City Administrator is authorized to take all necessary actions to implement this Resolution.
