Attached for your review and approval is a resolution to approve an amendatory grant contract with the Michigan Department of Transportation-Bureau of Aeronautics (MDOT-Aero), including the Terms and Conditions of Accepting Airport Improvement Program Grants required by the Federal Aviation Administration (FAA), in the amount of $5,200.00 for the completion of a construction project at the airport.

Council approved grant contract #2010-0280 with MDOT-Aero in March, 2010 in the amount of $88,000.00 to complete three projects. This work included an upgrade to airfield signage, upgraded pavement markings on the airfield, and completion of an Exhibit “A” property survey. Competitive bids were solicited and awarded last summer. The bids came in higher than expected and MDOT-Aero applied their 15% contingency to increase the project total to $101,200.00.

Additional pavement marking were requested by the FAA Air Traffic Control Tower and unplanned maintenance work was done on an existing airport lighting system by the contractor. This additional work would normally come directly from airport operating funds but since the work is grant eligible, MDOT-Aero agreed to fund it. Utilizing the grant, the actual cost to the airport for the extra work comes to $130.00 versus the full $5,200.00. This change increased the overall project budget by $5,200.00 necessitating an amendment to the MDOT-Aero grant contract.

The amended grant amount of $106,400.00 is comprised of $101,080.00 in federal funds, $2,660.00 in state funds and $2,660.00 in airport matching funds.
