Memorandum
Attached for your review and approval is a resolution to award a construction contract to Barrett Paving Materials, Inc. in the amount of $3,710,952.75 for the 2011 Street Resurfacing Project.  
 
The 2011 Street Resurfacing Project consists of the resurfacing of approximately 6 major streets, 6 local streets, and one intersection located throughout the City. Attached is the street list, showing the estimated order in which the streets will be resurfaced. Construction is scheduled for approximately May 2, 2011 through October 2011.
 
The Street Resurfacing Project is created as a unit price contract with the understanding that the actual quantities used in construction will vary. Reflecting this flexibility, if any streets on the existing list are removed for any reason, such as conflicts with other projects, need for extensive utility repair, or any other unforeseen circumstances, other streets within the city may be substituted.  If the funds are depleted prior to the completion of all the streets listed on the attachments, the construction contract will be terminated and the balance of the streets will be deferred to a future Resurfacing Project.
 
To ensure that all funds are in place for the reconstruction of the E. Stadium Bridges and as an extra measure to properly fund all our 2011 transportation projects, we plan to execute the construction contracts for the Streets Resurfacing project soon after our determination that the TIGER II construction budget is on its way to be secured. We anticipate that time to be in the month of July 2011, with a small delay in the start of this year's Streets Resurfacing program but with minimal impact on the project completion date.
 
 
Traffic Control During Construction
For all the streets, local access will be maintained throughout the construction.  For the major streets, the number of traffic lanes will be reduced to allow construction on one half of the street at any time:
 
·      Beakes Street.  On-street parking will be prohibited and traffic will be reduced to one lane west bound.  A drop-off area for the daycare (corner of Fifth Ave and Beakes) will be provided.
·      Boardwalk/Victors Way.  These streets will be under construction concurrently.   One-way southbound will be maintained on Boardwalk and one-way westbound on Victors.  The detour route will utilize State St and Eisenhower.
·      Fuller Road.  Fuller Rd will be reduced to one lane eastbound/outbound.  Westbound/Inbound traffic will be detoured north on Huron Pkwy to west on Glazier Way.  
·      Green Rd.  Traffic will be reduced to one-way southbound between Larchmont Dr. and Glazier Way.  The detoured northbound traffic will utilize Glazier Way to Huron Pkwy to Plymouth.  
·      Glazier Way.  Traffic will be reduced to one-way westbound.  Detoured eastbound traffic will utilize Huron Pkwy, Geddes, and Earhart.
 
Public Outreach
In February, informational fliers were mailed to all residents within the resurfacing limits of each street. The fliers notified the residents of the project, the schedule, the traffic control plans, the webpage address (www.a2gov.org/2011StreetResurfacing <http://www.a2gov.org/2011StreetResurfacing>), and staff contacts.  The fliers also invited people to subscribe to receive email updates during construction and advertised the public meeting that was held on the evening of March 3, 2011 at Pattengill Elementary.  
 
Bidding
Plans and specifications were made available electronically to contractors, subcontractors, and suppliers. Three bids were received and opened on March 17, 2011. The lowest responsible bid, in the amount of $3,710,952.75 is approximately $878,000.00 lower than the engineer's estimate of $4,589,000.00.  A tabulation of the bids is shown below:

Barrett Paving Materials, Inc. received Human Rights approval on March 17, 2011.  All employees of Barrett Paving Materials, Inc., assigned to work on the project will receive compensation in accordance with the Living Wage Ordinance.
 
The project will be funded primarily from the Street Resurfacing Millage.

Whereas, The City of Ann Arbor Adopted 2011 Capital Budget includes sufficient funds for the Annual Street Resurfacing Project;
 
Whereas, The 2011 Street Resurfacing Project includes the resurfacing and/or reconstruction approximately 6 major streets, 6 local residential streets, and one intersection located throughout the City;
 
Whereas, The 2011 Street Resurfacing Project is necessary to maintain high quality streets in the City of Ann Arbor;
 
Whereas, Competitive bids were received by Procurement on March 17, 2011 and Barrett Paving Materials, Inc. was the lowest responsible bidder at $3,710,952.75;
 
Whereas, The contractual proposal sets forth the services to be performed by said company, and the payments to be made by the City therefore, all of which are agreeable to the City;
 
Whereas, the contract for the Streets Reconstruction Project will be executed after the determination that the construction funds for the E. Stadium Bridges project are to be secured;
 
Whereas, It is now necessary to enter into a Contract with said company for said construction project; and
 
Whereas, Barrett Paving Materials, Inc. received Human Rights approval on March 17, 2011, and its employees will receive compensation in accordance with the Living Wage Ordinance;
 
RESOLVED, That a contract in the amount of $3,710,952.75 be awarded to Barrett Paving Materials, Inc. for the construction of the 2011 Street Resurfacing Project;
 
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said contract after approval as to form by the City Attorney and approval as to substance by the City Administrator;
 
RESOLVED, That a contingency amount of $370,000.00 be established within the project budget and that the City Administrator be authorized to approve additional change orders to the construction contract with Barrett Paving Materials, Inc., not to exceed $370,000.00 in order to satisfactorily complete this project;
 
RESOLVED, That the City Administrator be authorized to take necessary administrative actions to implement this project, including issuing Traffic Control Orders for the streets shown below and for any other streets that may be added to the 2011 Street Resurfacing Project, including parking prohibition as needed in excess of 1 block and/or 90 days; and
