Resolution to Approve the Purchase of Two Police Patrol Vehicles from Shaheen Chevrolet (State of Michigan $54,625.00)
Memorandum
The attached resolution authorizes the purchase of one 2011 Chevrolet Caprice Police Patrol car at $25,604.00 and one 2011 Chevrolet Tahoe with Special Service Package at $29,021.00 for a total amount of $54,625.00 from Shaheen Chevrolet, Lansing, Michigan.
The City's labor contracts with the Ann Arbor Police Officers Association and the Ann Arbor Police Supervisors require that vehicles used by their members will not be driven more than 80,000 miles or 6 years, whichever comes first. The two police patrol vehicles listed on this resolution will replace police patrol vehicles that will have reached the 80,000 miles or 6-year age limit in the next year.
On February 22, 2011, Council approved resolution R-11-069 for the purchase of five Ford Crown Victoria Police Interceptors. At that time, City Administrator Roger Fraser stated that the Ford Crown Victoria Police Interceptor was going out of production and that the City may elect to purchase four of the Fords and come back with a resolution to purchase the fifth vehicle as the new Chevrolet Caprice Police Patrol car.
The Police Department is currently evaluating a Dodge Charger Police Patrol car. The purchase of this Chevrolet Caprice and a future purchase of Ford's replacement police sedan, when available, will allow the Police Department to determine the best vehicle to be used for replacement of its current fleet of Ford Crown Victoria's.
The Chevrolet Tahoe will replace the patrol command unit, also a Tahoe, which will have reached its 80,000 miles limit in the next year.
Emissions information on the www.fueleconomy.gov <http://www.fueleconomy.gov> web site for large sport utility vehicles was not available but using the same engine in a ½ ton pickup truck showed that the Chevrolet Tahoe produced the lowest amount of greenhouse gas emissions and had the highest fuel economy than the other sport utility vehicles bid to the cooperative purchasing programs used by the City. Although the Expedition by Signature Ford has a purchase price that is $1,294.00 below the price of the Tahoe, the Expedition will produce 3.8 tons more greenhouse gas emission (gge) and cost an additional $1,303.00 more in fuel per year when burning E-85. Over the 3 year expected life of these vehicles the Expedition will produce 11.4 tons more gge and cost an additional $3,909.00 in fuel at today's prices.
Emissions information is not available for the Caprice Police Patrol car. The Chevrolet Caprice and Chevrolet Tahoe both have E-85 approved engines.
This purchase follows the guidelines of the City's Green Fleet Policy to reduce the amount of fuel used and to pay a premium for "greener" vehicles if necessary.
The Fleet and Facilities Unit reviewed the bids of the Cooperative Purchasing Programs of the State of Michigan, Oakland County, and Macomb County. Shaheen Chevrolet, Lansing, MI, was the lowest responsive bidder under the State of Michigan Bid. (See attached tabulation sheet)
Shaheen Chevrolet received Human Rights approval on October 1, 2010.

Whereas, The Fleet and Facilities Unit needs to purchase replacement vehicles for the City's fleet;
Whereas, Competitive bids were received by the State of Michigan, Oakland County, and Macomb County's Cooperative Bid programs;
Whereas, Shaheen Chevrolet, Lansing, MI, is the lowest responsive bidder to the State of Michigan; and
Whereas, Shaheen Chevrolet received Human Rights approval on October 1, 2010;
RESOLVED, That City Council approve the issuance of a purchase order to Shaheen Chevrolet in the amount of $54,625.00 for the purchase of one 2011 Chevrolet Caprice Police Patrol car at $25,604.00 and one 2011 Chevrolet Tahoe with Special Service Package at $ 29,021.00;
RESOLVED, That funds for these purchases come from the 2011 Motor Equipment budget with funds to be available without regard to fiscal year;
RESOLVED, That the vehicles being replaced (nos. 0079 and 0335) be sold at the next City vehicle auction; and
RESOLVED, That the City Administrator is authorized to take the necessary actions to implement this resolution.
