Resolution to Apply the 2011 Fixed Sanitary Sewer Improvement Charge to two City Properties for New Connections to the Newport Road Sanitary Sewer

Attached for your review and approval is a resolution to apply the 2011 Sanitary Sewer Improvement Charges to the following properties in the City:
· 09-09-18-104-025 2521 Newport Rd, Tannebaum $22,530.00
· 09-09-18-104-017 2525 Newport Rd, Shetty $22,530.00
On November 11, 2010 the City Council approved the 2011 Fixed Water Improvement Charge at $14,539.00 and the 2011 Fixed Sanitary Sewer Improvement Charge at $22,530.00. In 2010, the City constructed new sanitary sewer and water main at Bird Road, Newport Road and Warrington Drive. All the properties shown on the attached list may now benefit from the new city utility services.
Those properties that are designated as the "Land Inside the City" must connect to the City utilities within 90 days from receiving our notice, which will be issued after the approval of the attached resolution. The properties that are not in the City will be required to connect to the City utilities at the time of annexation and will pay the improvement charges that are in place at the time of connection.
With the approval of the attached resolution and a notice from the Project Management Unit to the properties in the City, the City Treasurer's office will begin the process to apply the 2011 Fixed Sanitary Sewer Charges to the properties in the City.

*The property owner has initiated annexation process and signed utility agreements to connect to city utilities prior to completion of the annexation process.
**The property may access the water main from Bird Road. The fixed charges will be applied at the time of connection.

Whereas, In 2010, the City constructed new sanitary sewer and water main at Bird Road, Newport Road and Warrington Drive;
Whereas, On November 11, 2010 the City Council approved $14,539.00 per residential unit served for the 2011 Fixed Water Main Improvements Charge, and $22,530.00 per residential unit served for 2011 Fixed Sanitary Sewer Improvement Charge; and
Whereas, The following properties are located in the City of Ann Arbor and required to connect to the City sanitary sewer main within a 90 day notice:

RESOLVED, That the 2011 Fixed Sanitary Sewer Improvement Charge, or the Fixed Sanitary Sewer Improvement Charge in place at the time of active service, be applied to the following properties in the City:
· 09-09-18-104-025 2521 Newport Rd, Tannebaum $22,539.00
· 09-09-18-104-017 2525 Newport Rd, Shetty $22,539.00
RESOLVED, That City Council confirms that the Fixed Sanitary Sewer Improvement Charges be divided into fifteen (15) installments of equal principal, the first of which shall be due on June 1, 2011, and the second and subsequent installments to be due and payable on the next following June 1st of each year, with the deferred installments to bear interest at the rate of 5.44% per annum commencing June 1, 2011;
RESOLVED, That the City Administrator be authorized and directed to take the necessary actions to implement this resolution.
