Memorandum
Attached for your review and approval is a resolution to authorize a Professional Services Agreement with TES Consultants, P.C. (TES) for construction materials testing services in the amount of $35,230.00 for the Arbor Oaks Water Main Project.

This project consists of the replacement of the water main in the majority of the Arbor Oaks Subdivision, and subsequent resurfacing of the streets.

We received proposals from ten firms for the required construction materials testing services. Project Management staff evaluated the proposals and selected TES based on the proposal, staff qualifications, past involvement with similar projects, and cost. TES received Human Rights and Living Wage approval on January 18, 2011.

Services to be performed include all the required testing for soils, aggregates, asphalt, and concrete. Funds for the requested services are available in the project budget for the Arbor Oaks Water Main Project.

Whereas, It is necessary to retain a qualified testing firm to perform testing services for the Arbor Oaks Water Main Project;

Whereas, Proposals were received by Procurement and evaluated by Project Management staff on the basis of staff qualifications, past involvement with similar projects, proposed work plan, and cost;

Whereas, TES Consultants, P.C. of Farmington Hills, Michigan has submitted to the City a proposal for the necessary services, setting forth the services to be performed by said firm and the payments to be made by the City therefore, all of which are agreeable to the City;
