Your approval is requested for a purchase order in the amount of $41,536.44 to be issued to Hach Company for the purchase of seventeen filter effluent turbidimeters.

The Water Treatment Plant is required by the Michigan Safe Drinking Water Act to monitor the turbidity, or cloudiness, of the drinking water as it leaves the filters. To accomplish this, an instrument called a turbidimeter is installed on each of the filter effluent lines. The existing turbidimeters were installed in 1990 and have reached the end of their useful life. Components of these instruments have begun to fail and the manufacturer no longer supports the model that the City possesses. Replacement of these instruments was budgeted over two fiscal years. Ten of these instruments were replaced last year, and the remaining seventeen are budgeted to be replaced this fiscal year. Because these instruments serve to measure turbidity at a regulated point in the treatment process, it is critical to have reliable instruments that are supported by the manufacturer to address problems and provide replacement parts if needed.

The City did not receive competitive bids for this purchase, as Hach Company is the sole supplier for these specific units. The City has used Hach turbidimeters in this application for over thirty years and they have proven reliable. The Water Treatment Plant has other Hach turbidimeters as part of its process monitoring equipment and has standardized around these units. It is in the City’s interest that the additional seventeen units be the same make and model as the ten turbidimeters purchased last year to minimize spare parts inventory and standardize maintenance procedures.
