Attached for your review and action is a resolution to approve a purchase order contract with Time Emergency Equipment. This action will permit the acquisition of up to date modern fire fighting nozzles for the fire department.
 
The City of Ann Arbor received and accepted 2009 Assistance to Firefighters Grant from the U.S. Department of Homeland Security (DHS) (Council Resolution R-10-118).  A portion of the awarded grant funds were awarded to completely replace all of the Fire Departments fire attack hose nozzles with a uniform make and model.  The approved and accepted grant project was submitted to DHS to enhance the Fire Departments response capabilities by allowing more modern firefighting nozzles to be deployed at the scene of a needed emergency.
 
Competitive bids were solicited by staff through the Purchasing Division and Time Emergency Equipment was the lowest responsible bidder with a quote amount of $87,943.00 (a copy of the bid quote sheet is attached).
 
Staff recommends that the competitive bid from Time Emergency Equipment. 2415 W. Sunset Dr, Roscommon, MI 48653 be accepted and a purchase order be issued in the amount of $87,943.00.
 
Time Emergency Equipment received Human Rights Approval on November 14, 2010.
 
A Major Grant Fund Account was established for the Project and to be available without regard to fiscal year.
 
Approved of the resolution is recommended.

Whereas, Fire Department Administration has identified the need to replace the current fire fighting nozzles to avoid an impact on fire fighter safety;
 
Whereas, City Council approved Resolution R-10-118 authorizing the acceptance, approval and appropriation of a 2009 Assistance to Firefighters Grant from the U.S. Department of Homeland Security for the acquisition of fire fighting nozzle replacements;
 
Whereas, Grant Funds for the fire fighting nozzle replacement project, together with the required matching funding for the grant, were appropriated to a Major Grant Fund for this project to be available for expenditure during the life of the project without regard to fiscal year;
 
Whereas, The Fire Department obtained competitive bids for the necessary replacement, and identified Time Emergency Equipment, as the lowest qualified vendor to provide replacement fire fighting nozzles for the City of Ann Arbor; and
 
Whereas, Time Emergency Equipment received Human Rights approval on November 14, 2010 and complies with the Living Wage Ordinance;
 
RESOLVED, That City Council approve a purchase order contract with Time Emergency equipment, based on City specifications, for the bid amount of $87,943.00 for the delivery of replacement fire fighting nozzles; and
 
RESOLVED, That the City Administrator be authorized and direction to take all necessary actions to implement this Resolution.
