Attached for your review and approval is a resolution that will authorize the City Administrator to negotiate a professional services agreement between the City of Ann Arbor and ICMA Center for Public Safety Management for an analysis of fire services for the City of Ann Arbor.   
 
ICMA is a premier local government leadership and management organization whose mission is to create excellence in local governance by developing and fostering professional local government management worldwide.
 
ICMA will assemble a hand selected project team of subject matter experts with nationally recognized expertise in a wide range of public safety services. This team will have experience supporting clients in local government as well as state and private sectors. They will serve as key personnel in an analysis of current and future deployment of staff and resources.
 
The goal of the analysis is to develop recommendations for Ann Arbor that will enable the City to produce the outcomes necessary to provide critical emergency services and provide the city with a thorough and unbiased solution to the questions regarding the usage of services.
 
The project team will look at the deployment of the fire services unit to determine the appropriateness of current staffing levels in context to calls for service, response times, and employee safety standards. An objective analysis of the call center data and overall operation assessment will be developed. The deployment benchmarks will be reviewed and compared to national standards such as the 2010 National Fire Protection 1710 and 1720 standards as well as the recently proposed amendments to the Insurance Standards Office (ISO) Public Protection Classifications.  
 
The ICMA data team has created a methodology for determining resource utilization that quantifies the maximum and minimum deployment of personnel and equipment. This approach is unlike any other currently used by consultants and is indicative of ICMA's desire to deliver the right resources at the right time.
 
Funding for the professional services is available in the FY 2011 Safety Services budget.

Whereas, The City wishes to conduct an analysis of the Fire/EMS Operations Unit Safety Services;

RESOLVED, That City Council authorizes the City Administrator to negotiate a professional services contract with  International City/County Management Association (ICMA) Center for Public Safety Management for an Analysis of Fire Services for the City of Ann Arbor (not to exceed $54,000) in accordance with the goals stated in this Resolution;
 
RESOLVED, That the Mayor and Clerk be authorized and directed to execute the negotiated professional services contract with International City/County Management Association (ICMA) Center for Public Safety Management subject to approval as to form by the City Attorney; and
 
RESOLVED, That the City Administrator be authorized to take all necessary administrative actions to implement this resolution.
