Memorandum
During the summer of 2010, City of Chelsea administration approached City of Ann Arbor IT Leadership asking if the City of Ann Arbor Information Technology Service Unit would be interested in providing Information Technology Services to the City of Chelsea.  Specifically, the City of Chelsea was looking for was more effective management of their technology and by partnering with the Ann City they would be able to have the access to the combined of skill set of a larger IT organization without having to invest in the entire cost structure.  Ann Arbor and Chelsea have determined that it is in the best interest of both communities to provide information technology services through a shared resources and operational agreement.
 
The purpose of this operational agreement is for the City of Ann Arbor Information Technology Service Unit to provide information technology services to the citizens, employees and other customers of Chelsea, enabling timely, cost effective, high quality delivery of City services.
 
The base scope of services to be delivered through the operational agreement include providing basic IT services, management of the City's website, data backup and recovery, overseeing other IT contractors and representing the City of Chelsea in regional technology efforts.  The initial scope of the engagement will be finalized within the first 90 days of the agreement.
 
The City of Chelsea will reimburse the City of Ann Arbor up to $32,000.00 for all services provided under this Agreement.
 
The Chelsea City Council unanimously approved this agreement during their January 11th City Council meeting.

Whereas, The Cities of Ann Arbor and Chelsea have determined that it is in the best interest of both communities to provide information technology services through an operational services agreement;
 
Whereas, The purpose of this agreement is for the City of Ann Arbor Information Technology Service Unit to provide services to the citizens, employees and other customers of Chelsea, enabling timely, cost effective, high quality delivery of City services;
 
Whereas, The City of Chelsea will reimburse Ann Arbor up to $32,000.00 for all services provided under this agreement; and
 
Whereas, The Chelsea City Council unanimously approved this operation agreement during their January 11th meeting.
 
RESOLVED, That City Council approve the Operational Agreement for Information Technology Services contract with The City of Chelsea in an amount not to exceed $32,000.00;
 
RESOLVED, That the Mayor and Clerk be authorized and directed to execute the after approval as to form by the City Attorney; and
 
RESOLVED, That the City Administrator be authorized to take all necessary administrative actions to implement this Resolution regardless of fiscal year.
