Sidewalk Occupancy Permits and Peddler's Licenses for April 2, 2011
Memorandum
Hash Bash is held annually on the UM Diag.  This year's event is on April 2, 2011.  Because the event takes place on University property and does not involve street closings, the City has no jurisdiction over approval of the event.  In order to reduce congestion in the Diag area the City has, however, administratively suspended and/or revoked sidewalk occupancy permits and peddler's licenses in the immediate area at the request of the University and Ann Arbor Police for at least the last five years.
 
In accordance with Chapter 76, section 7:17 of the City Code, the Administrator is authorized to suspend any license or suspend or revoke any permit for just cause.  As defined in this chapter "cause" means an act, omission or condition that is (1) contrary to the health, morals, safety or welfare of the public.
 
For public safety reasons, and based on recommendations from Safety Services, Public Services and Community Services staff and administrators, permits referenced above shall be handled as follows:
 
Unless there is an independent reason for denying the application for a sidewalk occupancy or peddler's permit, it may be granted but only on the condition stated on the permit that it is revoked and/or suspended and considered invalid on April 2, 2011 (Hash Bash), if the area to be occupied lies or the peddling occurs, within the following described area (map attached):
 
Beginning where the northernmost edge of the Huron Street right-of-way intersects with the westernmost edge of the Division Street right-of-way; then proceeding southerly along the Division Street right-of-way to the point where the Division Street right-of-way intersects with the northerly John Street right-of-way; then proceeding easterly along the northernmost edge of the Monroe Street right-of-way to where the Monroe Street right-of-way extension intersects with the easternmost edge of the Washtenaw Avenue right-of-way; then continuing northwesterly and northerly along the easternmost edge of the Washtenaw Avenue right-of-way to the point where it intersects with the northernmost edge of the Huron Street right-of-way; then westerly along the northernmost edge of the Huron Street right-of-way to the point of beginning.
 
Finally, by this communication all sidewalk occupancy permits and peddler's licenses already granted in the respective area described above are revoked and suspended and considered invalid in those areas on April 2, 2011.  City Officials enforcing the law on April 2, 2011 with respect to such permits and licenses will inform the permit or license holder orally of the revocation or suspension, order that the permit or license holder and all property occupying the area or being peddled vacate the area immediately, and take such further enforcement action as is deemed necessary.
