Memorandum
Your approval is requested to authorize the attached resolution to amend the Professional Services Agreement (PSA) with CDM for additional work needed to complete the georeferencing of the asbuilt drawings and database update and to upgrade the Allen Creek flow meter.
 
The primary goals of this project are to construct an accurate and complete inventory of the stormwater system for improved efficiency for operations and maintenance and to create the data structure for integrating a stormwater model with GIS and an infrastructure maintenance management system.  When complete, the stormwater model will be used to identify storm system quantity and quality issues.  Specific tasks include evaluating effects of proposed development, public improvement projects, and potential storm system improvements (i.e. BMPs, new detention facilities).
 
The Systems Planning Services Unit issued a Request for Proposal (RFP-624) in February 2006 for a consultant to create a spatial inventory of the stormwater system, create a city-wide stormwater model, and generate necessary tools for use of existing storm information.  CDM was selected from a pool of eight prospective consultant teams that responded to RFP-624.  A selection committee comprised of members of City staff with experience in stormwater issues, engineering, and GIS reviewed all proposals.  Following an initial review, three consultant teams were interviewed with regards to their proposals.  CDM's proposal provided the best option for meeting the goals of this project.  The selection committee concurred with the proposal for the completeness of scope, the level of effort required accomplishing the specified tasks, and the costs to complete the project.
 
In early 2007 a project budget of $1,500,000.00 was established and on March 19, 2007 the City entered into a PSA with CDM for $1,383,703.00 to perform the specified work for the Ann Arbor Stormwater GIS Data Collection and Hydraulic Model Development.  Amendments 1, Sept 2008 and Amendment 2, July of 2009 modified the scope of service for the additional work on the GIS data and monitoring and increased the amount of the PSA to $1,490,821.00.
 
Amendment 3 provides for CDM to georeference 3594 additional asbuilt drawings and incorporates the additional drawings information into the asbuilt reference database. These additional drawings were identified only after all 20,000+ images were individually opened.
Additionally, CDM will install and upgraded flow meter (Teledyne Isco ADFM Pro20 Velocity Profiler) to replace a previously installed smaller flow meter.  During initial testing the smaller meter was not sufficient for Allen Creek.  The larger meter was determined to be critical to the ability to monitor flow data within Allen Creek.  The City received full value for the smaller meter and installation costs and has negotiated a cost of $7,047.00 on the upgraded meter, enclosure and installation.
 
Amendment 3 will increase the value of the PSA by $16,337.26.  Of this, $9,179.26 of the amendment cost is to be financed from remaining project budget funds.  The additional $7,158.00 required to fund Amendment 3 is available in the approved Stormwater Capital Budget.
 
CDM has received human rights approval on May 22, 2010.

Whereas, Amendment 3 will include additional georeferencing of critical asbuilt drawings and provide an upgraded and size appropriate flow meter for Allen Creek;
 
Whereas, Funds are available in the amount of $9,179.26 from project budget funds and in the amount of $7,158.00 from the approved Stormwater Capital budget; and
 
Whereas, CDM received Human Rights and Living Wage approval on May 22, 2010;
 
RESOLVED, That City Council approves Amendment 3 to the Professional Services Agreement with CDM Michigan in the amount of $16.337.26;
 
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement after approval as to form by the City Attorney and approval as to substance by the City Administrator; and
 
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
