Memorandum
The draft of the 2011-2015 Parks and Recreation Open Space Plan is complete, following several months of public input including focus groups, a survey, and public meetings. A steering committee comprised of members of the Parks Advisory Commission, the Recreation Advisory Commission, the City Planning Commission, the Downtown Development Authority, City Council and staff from Parks and Recreation Services, Planning and Development Services, and Public Services has provided input and guidance for the plan. The Draft Plan is ready for public review and comment.

MCL 125.3841 of the Michigan Planning Enabling Act (PA 33 of 2008 as amended) requires that the legislative body of the municipality approve the distribution of a proposed Master Plan element, in this case the Draft 2011-2015 Parks and Recreation Open Space Plan. This approval of distribution must take place in order for the process of considering the Draft Plan to proceed.

To start this process, the legislative body must notify the secretary of the municipal planning commission of this distribution and must submit a copy of the Draft Plan to the following as required by State law: The planning commission or legislative body of each city, village or township located within or contiguous to the municipality; the Washtenaw County Board of Commissioners; and local public utility and railroad companies. In addition, a copy of the Draft Plan should be submitted to other groups and organizations that may be interested in the Parks and Recreation Open Space Plan. These organizations are listed in the attached Planning Commission staff report.
