Memorandum
Attached for your review and approval, please find a resolution to approve an agreement between the City of Ann Arbor and the Michigan Department of Transportation (MDOT) for the construction of Washtenaw Avenue Non-Motorized Path Project. The agreement is required so that this project can be performed as a Federal Aid project.

The FY 2011-2016 Capital Improvements Budget includes project TR-AT-01-16. This project includes the construction of a 10-foot wide, non-motorized asphalt path along the north/northeast side of Washtenaw Avenue between Glenwood Road and Toumy Road. In addition, retaining walls will be constructed to minimize grading impacts, and a sidewalk will be reconstructed from Washtenaw Avenue and Adare Circle. The construction of a non-motorized path alongside this arterial roadway will create a safe, convenient and comfortable environment for bicycle and pedestrian travel along this corridor. The development of this path will create a new connection between the existing sidewalk systems that links and serves the downtown area and the Washtenaw/Huron Parkway commercial area to the east. In addition to accommodating non-motorized travel along the corridor, the new path will enable citizens that live adjacent to the facility to more safely access the AATA service that runs along Washtenaw Avenue.

The completed plans were submitted to MDOT in August 2010 for a bid letting on November 5, 2010. This resolution was prepared prior to November 5th, so the bid results were not available for inclusion in this memorandum.

On February 21, 2006, City Council approved Resolution R-55-2-06 authorizing City funds prepare preliminary plans and cost estimates for the project. The total anticipated project cost for Washtenaw Avenue Non-motorized Path is $1,580,000.00 of which $538,027.00 will be fun...
