Resolution to Fund Argo Dam Embankment and Headrace Reconstruction with Funds Other Than Drinking Water Fund and Directing City Administrator to Fund Costs for Argo and Geddes Dams with Funds Other Than the Water Supply System Fund
Body
Whereas, Argo Dam and Geddes Dam create impoundments that are recreational in nature;
 
Whereas, The annual cost to maintain each of these two dams is approximately $20,000.00;
 
Whereas, The annual cost to insure the dams is approximately $17,000.00 each;
 
Whereas, The Five-year costs for maintenance on each dam are between $45-70,000.00;
Whereas, Every 15-20 years each dam requires an additional $250,000.00 in preventative maintenance;
 
Whereas, The last round of preventative maintenance was approximately 15 years ago;
 
Whereas, The source of funding for dam maintenance and insurance for Argo and Geddes Dams is currently the City's Water Supply System Fund;
 
Whereas, The Source Water Protection Plan for the City has not been implemented because it has not been funded;
 
Whereas, The City's Environmental Commission recommended in a resolution to Council which they adopted on May 28, 2009 that the City remove the funding for Argo and Geddes dams from the Water Supply System Fund, referred to as the Drinking Water Enterprise Fund, and reallocate it to implement the Source Water Protection Plan;
 
RESOLVED, That City Council direct the City Administrator to remove funding for repairs, maintenance and insurance for Argo and Geddes dams from the City's Water Supply System Fund in the FY2012 budget and thereafter.
