Resolution to Authorize Commercial Activities and Set Parking and Permit Limitations for the December 11, 2010 University of Michigan "Big Chill" Hockey Game
Memorandum
Attached for your review and approval is a resolution authorizing certain commercial activities and parking and permit limitations for an outdoor collegiate hockey game to be played at Michigan Stadium on December 11, 2010.  Approval of this resolution will 1) allow temporary outdoor sales on private property in the vicinity of the stadium; 2) allow temporary parking in the front open space on private property; 3) authorize the enforcement of "no parking" restrictions on public streets that contain signs prohibiting parking on Football Saturdays; and 4) make invalid any peddler/solicitor and sidewalk occupancy permits for the Michigan Stadium area on that day.
 
The "Big Chill" hockey game will be held in Michigan Stadium on Saturday, December 11, 2010.  The expected capacity crowd attending this event will be similar to that of a home football game, which will result in increased vehicular and pedestrian congestion in the area.  The City has been working with University staff to coordinate security and logistics for this event.
 
City staff have received inquiries from vendors wishing to sell food and other items on game day, in addition to inquiries from residents asking if parking will be allowed on front lawns.  Staff recommends that for purposes of this one-time event, temporary outdoor sales and front open space parking be permitted in the same manner as for home football games.  The location and requirements for temporary outdoor sales are provided by Resolution R-07-465 (attached).
 
Further, staff recommends that City Council authorize enforcement of Football Saturday "no parking" restrictions on streets that are currently signed for this restriction and to prohibit sidewalk vendors in the vicinity of Michigan Stadium (see attached map) on December 11 to reduce congestion in and around the event area.  Chapter 47 (Streets) and Chapter 79 (Solicitors and Peddlers) allow Council to determine by resolution that on certain dates congestion in the City or a part of the City will be too great to permit peddling and soliciting and sidewalk occupancy.
 
Staff recommends that Council adopt this resolution.

Whereas, The University of Michigan will hold an outdoor hockey game in Michigan Stadium on December 11, 2010;
 
Whereas, The expected capacity crowd attending the event will be similar to that of home football games, with similar anticipated need for off-street parking and commercial activities;
 
Whereas, The activities associated with this event will result in increased vehicular and pedestrian congestion in the area; and
 
Whereas, Under Chapter 47 (Streets) and Chapter 79 (Solicitors and Peddlers), City Council may determine by resolution that on certain dates congestion in the City or a part of the City will be too great to permit peddling/soliciting and sidewalk occupancy activities;
 
RESOLVED, That City staff may issue zoning compliance permits for temporary outdoor sales in a manner consistent with Resolution R-07-465 for temporary outdoor sales during home football games;
 
RESOLVED, That, for purposes of this event, City Council shall consider the front open space parking limitation in Chapter 59 (Off-Street Parking), Section 5:166 to be inapplicable, in the same manner as for UM home football games;
 
RESOLVED, That City staff is authorized to enforce "no parking" restrictions on public streets that contain signs prohibiting parking on Football Saturdays;
 
RESOLVED, That any existing peddler/solicitor permits or sidewalk occupancy permits shall not be valid on December 11, 2010 within the area surrounded by the following streets and including the public right-of-ways:
 
·      S. State Street from E. Hoover Street to the Ann Arbor Railroad tracks
·      Along the Ann Arbor Railroad tracks from S. State Street to the viaduct on W. Stadium Boulevard
·      W. Stadium Boulevard from the viaduct to S. Main Street
·      S. Main Street from W. Stadium Boulevard to Hill Street
·      Hill Street from S. Main Street to S. Division Street
·      S. Division Street from Hill Street to E. Hoover Street
·      E. Hoover Street from S. Division Street to S. State Street
 
Also prohibited are the public right-of-way areas on:
 
·      S. Main Street from Scio Church Road to W. Stadium Boulevard
·      W. Stadium Boulevard from S. Main Street to Prescott Avenue.
 
RESOLVED, That City staff shall not issue any new solicitor/peddler permits or sidewalk occupancy permits in the above-noted area for December 11, 2010; and
 
RESOLVED, That Council authorize the City Administrator to take necessary administrative actions to implement this resolution.
