Memorandum
Attached for your consideration is a resolution to approve the closing of the Granger Avenue between Olivia and Ferdon between dusk (calculated at 6:28 p.m.) and 9:00 p.m., Sunday, October 31, 2010, in connection with an approved Block Party permit issued which closes the street between 5:00 p.m. and dusk.

The Burns Park neighborhood is a popular destination for children “trick-or-treating” on Halloween. To reduce the traffic dangers to the large number costumed children that fill the sidewalks and streets in the neighborhood one of the local residents has applied for City Block Party Permit. However, under the terms of the permit, block parties must end by dusk or 9:00 p.m. (whichever is earlier) and typically, “trick-or-treating” occurs after dusk. As a safety precaution, continued closure of the street is being requested until 9:00 p.m.

The Police Department and the Fire Marshall have reviewed this request and support the issuance of the Block Party permit and closure of the street subject to all City regulations governing the use of streets.

Whereas, The street closures will be signed, barricaded and properly supervised by the sponsor neighborhood;

Whereas, A Block Party Permit has been applied for and obtained a permit for closure of the street for the allowable period under the permit of 5:00 p.m. to dusk (6:28 p.m.) and the sponsoring neighborhood has agreed to comply with all City regulations governing the use of the streets;

Whereas, It is appropriate to continue the closure of the street from dusk to 9:00 p.m., which is consistent with the historical hours of “trick-or-treating;” and
