Attached for your review and approval is a resolution that authorizes a purchase order for the rental costs of the temporary pedestrian bridge on Ann Arbor-Saline Road.
 
Staff is requesting an increase in the purchase order because although the schedule to replace the bridge was compressed, completion of the permanent structure will not be completed this fall.  It was important to fulfill the public hearing requirement and allow the normal bid process and contract execution.  Fabrication of the permanent bridge will take 10-12 weeks.  The earliest the permanent structure will be in place is estimated to be at the end of December.
 
This resolution will extend the rental purchase order to allow the temporary bridge to remain in place until the construction of the permanent bridge is complete or by January 31, 2011.  The previous purchase order will be increased by $31,150.00 for a total purchase order not to exceed $51,000.00.  The cost of the rental is $3,200.00 per month plus freight charges for placement and removal.

The Ann Arbor-Saline Road Bridge, located on the west side of Ann Arbor-Saline Road, north of Northbrook Drive is an old timber bridge that has failed and is being replaced.  It is located over Mallett's Creek and has been compromised by the runoff from the series of unusually heavy storms in 2009.  Attempts to close the bridge with barricades failed as the users moved or destroyed the barricades.  The temporary bridge was placed to service the pedestrian corridor and assure public safety, given the difficulty in limiting access to the failed timber bridge.
 
On June 21, 2010, City Council approved a resolution to award the contract for the construction of the bridge replacement.  The temporary bridge will be returned upon completion of the new pedestrian bridge.
 
Pro-Tec Equipment, Inc., was the only company able to deliver and set-up a temporary pedestrian bridge.
 
Funding for the bridge rental is available within the approved FY11 Stormwater Sewer System's operating budget.

Whereas, The City rented a temporary pedestrian bridge to service the corridor to assure public safety in this high traffic area;
 
Whereas, The resolution will extend the rental to allow the temporary pedestrian bridge to remain in place until the construction of the permanent bridge is complete;
 
Whereas, City Council approved a resolution on June 21, 2010 to award a contract to replace the failed pedestrian bridge;  
 
Whereas, Pro-Tec Equipment, Inc., was the only company able to deliver and set-up a temporary pedestrian bridge; and
 
Whereas, Funding for this project is available with the approved FY11 Stormwater Water System's operating budget;
 
RESOLVED, That the Mayor and City Council authorize an increase in the purchase order to Pro-Tec Equipment, Inc., of $31,150.00 to a total of $51,000.00 to extend the rental of the temporary pedestrian bridge on Ann Arbor-Saline Road, with funding from the approved FY11 Stormwater Sewer System operating budget; and
 
RESOLVED, That the City Administrator be authorized to take all necessary administrative actions to implement this resolution.
