An Ordinance to Repeal Chapter 93, Alarms, of Title VII of the Code of the City of Ann Arbor in its Entirety and Add a New Chapter 93, Alarms, of Title VII of said Code (Ordinance No. ORD-10-35)
Memorandum
The attached Ordinance has been prepared as a joint effort between the Police and Fire Service Units and the City Attorney's office.  
 
The new ordinance is based on a registration system with appropriate controls to facilitate false alarm reduction and education of alarm users.   It contains enforcement control and administration provisions, identifies the responsibilities of an alarm company, and penalty provisions for misuse of alarm systems by alarm users.
 
The new ordinance recognizes the relationship between the alarm industry, law and fire enforcement and the alarm user in effective false alarm reduction.   
 
Permitting, Enforcement and Billing under the new ordinance will be supported by the interface of City financial software currently in place.  
 
Passage of the Ordinance as proposed is recommended.
