Title
Resolution to Approve a Purchase Order to Michigan Supreme Court State Court Administrative Office for JIS (Not to Exceed $48,351.96)
Memorandum
Attached for your review and approval is a resolution authorizing a purchase order contract not to exceed $48,351.96 to The State of Michigan Supreme Court’s State Court Administrative Office for the annual software licensing and hosting costs for the Judicial Information System (JIS) case management software used by the State of Michigan Supreme Court’s State Court Administrative Office for the 15th Judicial District Court.

Acquisition, installation and implementation of JIS has permitted the Court to realize several significant operational advantages, including less labor-intensive case entry processes, enhanced unpaid fine/cost collections, electronic integration with the Secretary of State Office for license suspensions (a process that was performed manually) and enhanced case monitoring. JIS is hosted at the Supreme Court State Court Administrative Office Judicial Information System offices at the Hall of Justice in Lansing, Michigan.

The JIS application replaced the eNact Case Management Software system, which is operated by the Washtenaw County Trial Court and whose vendor ceased operation on December 31, 2005.

Funding for JIS was planned for and budgeted in the FY2011 Information Technology Services Unit budget.

Competitive bidding for the annual case management software licensing and hosting services by SCAO-JIS was not required, as the JIS case management software system is the only case management system managed and administered by the Supreme Court of Michigan through the State Court Administrative Office.
